Due to continued growth, we have a great opportunity for a Mechanical Infrastructure Engineer (Controlling Authorised Person) to join the Estates Design Team at the Rutherford Appleton Laboratory.
The Mechanical Infrastructure Engineer is a Controlling Authorised Person (CAP) responsible for the safe, and effective, operation and control of the mechanical distribution systems and their associated assets across three STFC sites; RAL, Chilbolton Observatory and The Cosener's House. These system types include, but are not limited to:
1. Steam and boilers (>105 C)
2. Compressed air network
3. Gas network (natural)
4. Industrial gases
5. Mains Water network
The M-CAP reports to the Estates Building Services Authorising Engineer, managing the application of safe systems of work to the mechanical services, ensuring the safe provision of resilient and compliant services across the STFC estate.
The post holder ensures that these services and their activities meet or exceed relevant industry standards and comply with statutory legislation, STFC's health and safety codes and industry best practice. They will also take a lead in the ongoing development of the estates piped distribution facilities to ensure maximum future resilience, flexibility and expandability. It is expected that the post holder will demonstrate a flexible and adaptable approach, to adapt to the ever-changing needs of our diverse customer base.
Role Responsibilities
Fulfilling the role of Mechanical Authorised Person, including the adoption, ownership and implementation of STFC's safe systems of work for all networks associated to the role, utilising best industry practices and striving for continuous development.
Having tactical oversight and leading the development of networks associated to the role, with particular focus on supporting future campus development and building in resilience to site distribution systems to mitigate service disruption.
Responsibility for ensuring the safe and reliable operation and upkeep of the site mechanical piped services distribution networks; including assisting with audits of safe systems of work and all systems-associated documentation, including permits, notices, commissioning, and recording data.
Ensuring that all associated work carried out on STFC's estate is completed effectively and professionally, and that all current safety and technical legislation is adhered to, including the design, control and oversight of safe systems of work (permits/isolation procedures/testing and re-commissioning)
Overseeing the practical implementation of the Pressure Systems Safety Regulations and reviewing any requirements of written schemes of examination and inspections.
Assisting in the execution and planning of associated systems maintenance, remedial works, upgrades, or service restrictions.
Essential Shortlisting Criteria:
Completion of a formal indentured apprenticeship in a related discipline.
Authorised Person Mechanical and Pressure Systems (APMPS)
BOAS Certified Industrial Boiler Operator
5 GCSEs (including English and maths, grade C/level 4) or other equivalent qualifications
Demonstrable technical knowledge and understanding of a suitable safe system of work and the dangers associated with high-temperature, high-energy and pressured mechanical systems, control and instrumentation.
Practical experience working in the Utilities Network Industry is desirable.
