The TIL Programme (Today I Learnt) is a 1-year programme which will develop strong and enduring bonds with the community, public, and private sector aimed at jointly tackling youth unemployment and involvement in crime. A Navigator Officer is required to work with those accepted into the TIL cohort to support their long-term desistance from being involved in Crime and Anti-social behaviour, particularly those associated with gangs or drug activity, helping them to make positive life choices thereby reducing offending and protecting the people of Lincolnshire from harm.
To manage a caseload of referred individuals, undertaking structured assessments to identify needs, risk and vulnerability; develop, deliver, source and coordinate planned interventions to meet those identified needs, undertaking ongoing reviews to identify any changes to need and responding accordingly. Work with partner agencies and police colleagues to lead responses to relevant crime and to improve outcomes for children, young adults (15-21 years) involved in or at risk of becoming involved in crime, in order to achieve long term cost savings by reducing demand to the Police and other agencies.
Key responsibilities:
  • Build strong relationships with individuals who wish to move away from previous offending or risky lifestyles by being clear, consistent, honest, supportive, and fair. To support those who genuinely wish to change by addressing each individual offending through nationally recognised pathways and personal vulnerabilities and guiding them around the obstacles they face.
  • Explain the options that each cohort member has and enable them to make their own choices to help them towards the destination that they have identified.
  • Have a detailed knowledge of the interventions available to TIL and proactively manage, source, direct and deliver them for a caseload that presents with needs and is willing to engage.
  • Undertake structured assessments, in conjunction other partners and service providers where appropriate, for those in your allocated caseload to identify needs, risk of vulnerabilities and risk of harm.
  • Ensure robust ongoing case management is in place; ensuring all assessments, plans, interventions and reviews are recorded in a timely and accurate manner to demonstrate activity and outcomes and enable agencies to be assured that risk is managed.
  • Use innate empathy, compassion understanding and the officers own experience to influence offender behaviour.
  • Monitor and review progress of cases, using professional judgement to identify changes in need, risk or vulnerability, taking action to update other police teams or partners as required in order to manage any risk.
  • Represent the Force at relevant multi-agency forums. Navigators will share information with other departments/ agencies in accordance with guidelines, and will action nominations from tasking, reporting back to the same within specified timescales.
  • Gather information and intelligence in support of local or Force wide functions, utilising appropriate Force systems to record information and intelligence, update crimes and implement any safeguarding procedures where needed. This includes monitoring, reporting and addressing community tensions arising from local or national incidents and intelligence.
