Job description

We are extremely excited to launch our new Neighbourhood Housing Management Model across our operating areas of Liverpool, Warrington, and St Helens. This model has been devised to enhance the way our services are delivered and to ensure we are more responsive to tenants needs through spending more time in our Torus neighbourhoods. To achieve this, we are investing significant investment and additional resources in our Neighbourhoods team with the aim of creating more manageable patch sizes and restoring the personal link between tenants and their Neighbourhood Officer.

We therefore have a range of exciting opportunities within our Neighbourhoods team and are welcoming applications from candidates who want to be part of a professional team, committed to providing excellent housing management services and putting tenants at the heart of what we do.

We have a number of opportunities for Neighbourhood Housing Officer roles in each of our three operating areas managing an average path size of 650 properties.

Neighbourhood Housing Officers will be our presence in the neighbourhoods they manage, providing an effective and efficient tenancy and estate management service with support from the enforcement team they will ensure that tenants meet their contractual obligations and that neighbourhoods are as safe, clean, and attractive as possible.

Acting as an ambassador for Torus building relationships with our tenants and a range of different agencies is a key part of all this role with the aim of delivering exceptional housing management services.

You will be responsible for carrying out a range of duties including viewings, tenancy audits, exchanges, pre termination visits, block inspections, abandoned dwellings and pursuing no access. Management of low level ASB, unauthorised occupation, neighbour disputes, and environmental issues such as fly tipping, untidy gardens and enforcement of tenancy conditions are just a flavour of tasks that will keep your days busy and varied.

Reporting to a Neighbourhood Housing Team Leader you will be responsible for meeting key performance targets.

We are seeking applicants that are highly motivated, can work effectively as part of a team and can deliver excellent outcomes in a fast-paced environment. Sound practical experience of delivering housing management would be an advantage, however as part of the launch of our new model we will be offering an exciting training and development programme. We are therefore keen to welcome applications from individuals who do not meet all the essential criteria in the person specification but who demonstrate strong potential, have transferable skills and experience and are eager to learn.

This is an important role in which you will:

  • Be responsible for performance and tenancy management on your designated patch.

  • Carry out accompanied viewings and liaise with the Allocations Team to ensure demand for properties on your patch and support the sustainment of tenancies.

  • Participate in multi-agency meetings, working groups and other meetings to deliver required outcomes.

  • To oversee your neighbourhood and proactively address any issues that would affect demand and costs, liaising with the wider Torus Group as appropriate.

To be successful in this role you will:

  • Experience of managing housing stock or delivering a service to clients.

  • Knowledge of housing legislation

  • The ability to negotiate with and influence partners and stakeholders to gain shared business aims.

  • The skills to manage relationships with tenants including challenging non-compliance.

  • A proactive, professional, commercial and resilient approach, able to work well at pace and produce innovative solutions.
