Band 8 £33,039 - £37,584 (Candidates who are Accredited Financial Investigators with full Confiscator powers will receive an additional £5,061 giving a salary of £38,100 - £42,645)
Hours: 37 hours (Fixed Term Contract until March 26)
Working for: North East Regional Organised Crime Unit (“NEROCU”)
NEROCU is one of ten Regional Organised Crime Units (“ROCU”) in England and Wales who lead the regional response to tackling serious and organised crime whilst supporting local and national delivery. The ROCU network continues to expand and Home Office funding through police officer uplift and increased police staff capacity presents exciting opportunities to further enhance service delivery and positively impact on our partners and the public. The Home Office Serious and Organised Crime Strategy defines ROCU as leading the regional fight against Serious and Organised Crime and NEROCU have a critical role in leading, connecting and co-ordinating delivery across our region in all four P’s of the strategy; Pursue – prosecuting and disrupting people engaged in serious and organised criminality. Prevent – preventing people from engaging in serious and organised criminality. Protect – increasing protection against organised crime. Prepare – reducing the impact of serious and organised crime where it takes place. NEROCU comprises of specialist teams delivering across intelligence, operations, investigations, cyber, economic, technical and digital capabilities.
The role
This is your opportunity to conduct financial investigations to tackle the highest harm offenders involved in Serious and Organised Crime. In line with legislation, you will produce comprehensive files of evidence and use your expertise to decipher technical financial terminology and processes, ensuring this is understood in criminal justice procedures. This is an exciting opportunity to join a growing team who share a passion for disrupting criminal enterprises and who work hard to safeguard and protect vulnerable members of our communities in the Northeast Region. We are looking for individuals who are methodical, tenacious, and able to identify criminally obtained assets and using thorough knowledge of legislation and available legislative powers, prepare documentation required to satisfy a confiscation or forfeiture hearing. What will I be doing?
Prepare applications and obtain part 8 investigative orders, including production orders, disclosure orders, accounting monitoring orders from circuit judges. Serve the orders and obtain information from financial institutions / cryptocurrency exchanges in order to satisfy the requirements of confiscation, forfeiture and money laundering proceedings.
Analyse financial accounts and documentation and produce analysis in evidence at court.
Have responsibility to lead financial investigations into all levels of serious and organised crime. Utilise financial powers including new civil recovery powers such as account freezing / forfeiture orders and seizing listed assets to deprive criminals of their illicit funds.
The oral and written preparation, management and presentation of formal applications and statements for and in court proceedings. Attend both the criminal and civil courts to present evidence professionally and competently and demonstrate ability to deal with cross-examination, including preparation of all relevant documentation, both in magistrates and crown court.
Conduct interviews with a range of contacts, including witnesses, suspects and professional bodies to evidence financial crime and/or the proceeds of crime.
Develop and maintain a network of contacts, both internal and external to the Force, in order to identify key intelligence and information sources to enhance the function of the role.
What do I need?
Essential:
To have or be willing to attain National Crime Agency (NCA) accreditation to use powers of the Proceeds of Crime Act 2002 (POCA) as a Financial Investigator.
Ability to prepare and present case material to an acceptable standard including recording and retaining material.
Ability to effectively prioritise and manage workload, identifying critical tasks working to essential deadlines.
Ability to follow processes, apply investigative methods and use investigative tools in line with thorough knowledge of current legislation to impact tactical decision making.
Adopt a creative and problem-solving mind set to progress financial investigations, directing / influencing partner agencies, in order to create a comprehensive disruption plan.
To demonstrate by example the ability to deal successfully with confrontation situations .•
Qualified to a degree level or demonstrate work experience at an equivalent level.
Desirable:
Complete upskilling exams and training in relation to powers obtained via the CRISP course.
To have a knowledge of Police and Criminal Evidence Act and Police Conduct Regulations.
To be able to demonstrate a sound awareness of relevant legislation, evidential and disclosure issues.
Understanding of Cryptocurrencies.
Open source trained.
