Operational Commissioning Manager

Wokingham Borough Council has a fantastic opportunity available for an Operational Commissioning Manager to join our award winning adult social care team on a full-time, permanent basis.

As Operational Commissioning Manager youwill lead and manage a specialist team of commissioning officers to oversee a range of commissioning, procurement and contracting activities for adult and children’s social care, to ensure placement sufficiency and improved outcomes for vulnerable adults, children, and young people within the borough.

The post holder will be responsible for ensuring that the council has a good understanding of needs and performance information, targeting resources and prioritise effectively.

Key responsibilities:

  • Understanding our local market of care providers, stimulating a diverse range of care and support the sustainability of the sector to maximise outcomes.
  • Work with colleagues to ensure that all commissioning activity is based upon the best possible information and ensure that all placements are compliant with agreed processes and standards including regulatory and inspection frameworks.
  • Develop and maintain a collaborative relationship with specialist providers of care, to ensure a cost effective social care market for residents of Wokingham
  • Work with colleagues from across strategy and commission to maintain an understanding of our local market, projected demands and future pressures within the system.
  • Develop a constructive working relationship with senior managers from social care (children’s and adults), appropriate regulators (i.e CQC/Ofsted), the health service and social care providers.

Candidate Requirements:

  • Experience of working with a range of colleagues across Children’s and/or Adults’ Services in operational and strategic roles.
  • Excellent communication skills, both verbally and in writing, to a variety of audiences.
  • Ability to negotiate, persuade and influence at all levels, including senior managers and partners.
  • Good planning and organisational skills, and ability to manage own and others’ workloads to achieve desired outcomes. Ability to actively listen to extract and assess the important information, ask pertinent questions in order to seek clarification.
