Job description

An exciting opportunity has come up for a suitable candidate to provide maternity cover for our Operational Head responsible for Intermediate Care and Independent Living Services. The post sits in the Direct Service area of Adult Social Care and reports to the Assistant Director for that area.

The postholder will be managerially responsible for a number of ASC and Health critical services relating to Intermediate Care hospital discharge and community services. These include our STAR reablement and Harvest View, our new integrated reablement unit that we jointly manage with Health. The post is also responsible for our therapy services as part of our intermediate and independent living services.

We are looking for a person with a strong managerial background to ensure business continuity as well as honed leadership skills, working with the wider senior management team to facilitate change programs in those areas.

The postholder will:

Be an expert professional in relation to their area of responsibility and will be expected to provide appropriate briefings, guidance and advice to their Assistant Director as appropriate. This will include providing frameworks for the guidance, leadership and development of individual service areas and oversight of performance and delivery to provide excellent customer Care and services to Sandwell residents.

Be responsible for the management and continued development and improvement of their identified area of responsibility, and key operational services and the quality and standards that these services deliver.

Ensure that policies, systems & resources are in place in the identified area of responsibility to enable the Directorate to achieve its objectives and continuously improve its performance in the context of the overall Corporate & Directorate aims and to support business transformation through leadership and management.

Be responsible for designing effective and robust business, financial and delivery plans, along with appropriate risk registers for services under their management, and will promote the Service within their area of responsibility, raising the profile of Adult Social Care, work locally and embed the importance of effective evidence-based practice.

Manage complex budgets and delivering saving proposals.

Ensure that approaches for service delivery are aligned with the developing focus of Adult Social Care in Sandwell, and that relevant policies and procedures are implemented as required.

Strategically plan and implement operational activity to ensure the successful delivery of the performance objectives, policy implementation, financial and business plans for Adult Social Care

To provide leadership for the successful translation of strategies and development plans into operational activity

There is an expectation that cover is provided to other Managers within Adult Social Care and that where appropriate the post holder will deputise for the Assistant Director.

The post would provide a suitable secondment or fixed-term temporary contract to the candidate. Applicants wishing to take a secondment must get permission from their current line manager.
