Your new company

As the leader of our Payroll and HR payroll processing functions within SSC, you will be working directly with the Head of Financial Shared Services to achieve and maintain an exceptional level of service. You will be leading/overseeing and directing payroll procedures within the organisation and will be responsible for ensuring compliance with relevant laws and tax obligations, supervising the Payroll & HR payroll processing team and ensuring accurate records are maintained.
Your new role

  • This role will proactively provide values-based leadership, management, and development to the Payroll Services Team. This role will lead through the Payroll team, Payroll Services, Pensions Administration Manager and HR Team Leader to ensure an excellent service is provided to all end users.
  • Process payroll account transactions (e.g., salaries, benefits, deductions, taxes and third-party payments) while overseeing processing of payroll changes (e.g., new hires, terminations, raises) and system upgrades, ensuring the accurate and timely payment of payroll and all associated payments.
  • Supporting and overseeing the transition of the HR payroll processing & Payroll team into the Finance SSC.
  • Liaise with auditors and managing all aspects of HR, payroll and payroll tax audits
  • To work closely with the Head of FSS to lead the HR payroll processing & Payroll team and ensure transactional processes relating to HR and payroll are delivered efficiently and effectively and are compliant with legislation.
  • Identifies and recommends updates to HR payroll processing & Payroll processing software, systems, procedures, and ways of working.
  • Developing the capabilities of the HR payroll processing & Payroll team to ensure they align with the future requirements of the business.
  • Ensuring data protection is applied to all employee records and exercise absolute integrity in respect of confidential matters, ensuring the team do the same.
  • Supporting and overseeing the management of queries in line with agreed service level agreements and that appropriate outcomes are delivered.
  • To work closely with the Head of FSS to create a number of KPIs on which to manage the performance of the team. To effectively manage and monitor KPIS, taking action where needed.
  • Support the provision of HR & Payroll related reporting (i.e. KPIs, Management Reports and Financial Data)
  • Support organisational budget holders by providing appropriate info as and when necessary, enabling informed strategic decision and operational decision-making
  • This role will ensure there is continuous development within the team. This role will ensure all team members are responsible for their own development, keeping up with best practice and legislative changes and apply this in their day-to-day work. This role will provide coaching and guidance on highly complex payroll and HR payroll processing issues.
  • This role will review, and horizon scan legislative and regulation changes and ensure policies, procedures and practices are updated to reflect best practice and changes.


Person Specification
Assessing and testing the necessary level of competence required for this role will be either via the application form; interview; and/or exercises.   • Extensive experience in HR & Payroll, ideally within a charitable organisation.
  • Experienced manager of a team, including multi-functional teams; confidently able to take the lead when appropriate. Can demonstrate an ability to manage people and bring out the best in them.
  • CIPD or Diploma in Payroll Management would be advantageous.
  • Ability to work and manage with competing priorities taking ownership and responsibility for your own and the team's work.
  • Commercial and financial awareness with the ability to make sound decisions and recommendations based on a positive financial outcome; to be able to see the bigger organisational financial picture.


Abilities and skills

  • Strong organisational skills, with the ability to prioritise and meet deadlines with a varied workload whilst maintaining a high standard of quality.
  • Effective communication (both verbal and written) and influencing skills, including the ability to present financial/HR information in a clear manner to operational managers.
  • Ability to review financial/payroll information with a keen eye for accuracy and detail.
  • Adept at presenting HR & Payroll information and risk to senior internal stakeholders that support and influence key decision-making, whilst assuring an appropriate level of governance.
  • Strong Microsoft Office skills (including Word, Excel, Outlook and Teams).
  • Strong analytical, problem-solving and decision-making skills.
  • Tenacious, with a willingness to challenge the status-quo as required.
  • Willing to give and receive feedback to support the organisation\'s continuous improvement.
  • Willingness for occasional travel to attend national/regional internal and external meetings.
  • Awareness and experience of the demands of public sector contract providers.
