Job description

The role is to provide maternity cover for 12 months acting as the PFI Contract Compliance Manager. This is a key role within the PFI team and will ensure that the 3 PFI contracts and our partners are supported to ensure the obligations of the contracts are met and reported onwards to give assurance to the Chief Estates and Facilities Officer and the Trust Board.
The role will involve a large amount of time working collaboratively with other members of the PFI team and engaging with the management teams of the service providers, so good interpersonal skills will be key to the success of the role, as will a positive, open approach to working as part of a much larger team
  • Provide effective and professional support to the PFI contracts team, responsible for collaborative working and reporting to the Trust lead responsible for the strategic leadership of the contracts.
  • To support the PFI performance team to facilitate as the Trusts “intelligent customer” co-ordinating inputs from the PFI performance team to provide effective and consistent contract management.
  • To act as point of contact for all communications relating to the contracts.
  • To represent Trust interests to contracting parties
The PFI management team are a small part of the Trusts Estates and Facilities team tasked with managing the 3 PFI Contracts that the Trust have, covering parts of John Radcliffe, Nuffield Orthopaedic and Churchill Hospitals, with an annual budget of £95 million.
The team are very much focussed on ensuring that the services delivered to the facilities are of the best possible quality and deliver great patient experiences whilst challenging poor service and failures in a robust but collaborative way. Every day is a different challenge and brings with it an immense sense of team work when all parties work together to deliver the required service levels.
  • To be responsible for the compliance and contractual management of the Trusts PFI contract portfolio, across its various sites, value of which is circa £95m per annum. The contracts consisting of the provision of accommodation, hard and soft FM services for staff, visitors and patients, so that the agreed terms of the contracts are being met and that this can be demonstrated
  • To assure the Trust through service monitoring, contract and technical reviews the performance of all hard and soft FM services meet the needs of the Trust and complies with the contract requirements and terms and technical and statutory obligations pertinent at the time, to provide a safe and efficient healthcare environment.
  • To be responsible of the performance management of the PFI contracts and service providers in line with the obligations and schedules of the contracts and to ensure that all information is reported via the CAFM systems in use is accurate, detailed and maintained in accordance with all corporate policies.
  • Ensure that the PFI service providers deliver their obligations under the contract and introduce performance management measures to track and evidence compliance with the contractual responsibilities.
  • Work collaboratively to develop and maintain working relationships/partnerships with the various PFI contracting parties.
  • Work alongside Trust colleagues to deliver continuous improvement and enhancement to the overall patient experience across the Trust PFI portfolio.
