Department: Outpatient Pharmacy

We provide a fully managed service across all clinical areas which includes providing all required clinical supplies and equipment along with maintenance, training and technical support, endoscopy decontamination, sterile services, renal dialysis support, outpatients pharmacy, radiology IT, transformation and project management. We also run a procurement and contract management service for all departments.
Key Purpose
This role supports the Pharmacy Manager and provides day to day leadership and management for all Pharmacy Services when acting as Responsible Pharmacist.
Key Accountabilities
- To ensure the safe, efficient and effective delivery of all aspects of the out-patient pharmacy services at the outpatient pharmacy.
- To provide leadership to and act as a role model for the support staff.
- To fulfil the statutory responsibilities as required by the General PharmaceuticalCouncil and DoH.
- To contribute to the development of a high quality and timely outpatient service forpatients.
- To develop an effective working relationships with prescribers.
- To contribute to the development of appropriate additional clinical or patient centredservices.
- To contribute to the optimisation and development of the overall profitability of the business.
- To contribute to the efficient management and administration of the business
- Work collaboratively and supportively with the Superintendent Pharmacist andPharmacy Manager.
- To work collaboratively and co-operatively with the pharmacy manger and other pharmacists in order to avoid or minimise the use of locum pharmacists.
- To work closely and collaboratively with specialist clinical pharmacists and service leads to deliver high standards of medicines management and optimisation for thebenefit of patients, carers, and medical and nursing staff.
Duties & Responsibilities
1. Staff management, training and development
- 1.1 To ensure the pharmacy service provided is patient focused.
- 1.2 To manage and contribute to the development of all pharmacy staff and contribute to effective induction and performance management of an appropriately qualified and flexible team.
- 1.3 To provide professional leadership and advice to all pharmacy staff working for the company.
- 1.4 To provide clinical and professional leadership and supervision of the pharmacy team, with appropriate record keeping.
- 1.5 To contribute to the identification of appropriate opportunities and support for training and development of pharmacy staff and monitoring that they are acting in accordance with the Code of Ethics and requirements of the General Pharmaceutical Council.
- 1.6 To contribute to appropriate processes for assessing competency of pharmacy staff.
- 1.7 To contribute to appraisals resulting in the formulation of appropriate training plans for all members of the pharmacy staff team.
- 1.8 To contribute to the development and maintenance of effective and efficient working processes for staff to follow.
- 1.9 To ensure that all disciplinary matters requiring attention in the absence of the pharmacy manager are fairly, promptly and professionally handled including appropriate accurate record keeping
- 1.10 Make self-available to flexibly contribute to ensuring that the pharmacy is adequately staffed to meet expected workload.
2. Operational Management
- 2.1 To ensure that all activity undertaken is consistent with maintaining registration of the premises with GPhC.
- 2.2 To ensure the Medicines (Pharmacies) (Responsible Pharmacist) Regulations 2008 are adhered to at all times and ensure that the ‘Pharmacy Record’ is maintained at all times.
- 2.3 To ensure delivery of timely, effective and efficient clinical and technical pharmacy services in accordance with the pharmacy business plan and within available resources.
- 2.4 To ensure adequate and up-to-date Standard Operating Procedures are in place as required by GPhC.
- 2.5 To clearly communicate and document arrangements which are to apply during the absence of the responsible pharmacist from the premises.
- 2.6 To ensure prescription records are legally compliant, in accordance with GPhC guidance.
- 2.7 To agree, monitor and ensure the service meets key performance indicators for all aspects of the out-patient and discharge pharmacy services.
- 2.8 To ensure the optimal deployment and use of pharmacy staff within budgetary constraints.
- 2.9 To ensure good communication between all sectors of the Trust pharmacy and with departments and directorates to whom the out-patient pharmacy service is provided.
- 2.10 To contribute to ensuring that there is an appropriate skill mix within the pharmacy and promote the extended roles of technicians and the appropriate use of technology, such as automation.
- 2.11 Contribute to the development of a customer satisfying “retail offer” within the

- 2.12 To work with prescribers, clinical pharmacists and non-medical prescribers to enhance and develop the out-patient pharmacy service that patients receive.
- 2.13 If requested, present at appropriate events advice on and the best use of medicines
- 2.14 To ensure that medicines are stored in appropriate conditions and temperature logs are kept.
- 2.15 To contribute to ensuring that procedures are in place for the safe disposal of returned medicines from individuals or households and expired pharmacy stock medications.
- 2.16 To contribute to keeping main information services and/or reference sources available and up to date.
- 2.17 To contribute to ensuring that patient information leaflets, posters and website are all kept up to date and present a professional image.
- 2.18 To contribute to ensuring that the pharmacy premises are maintained to a high professional standard at all times.
- 2.19 To contribute to the introduction of new or revised working processes to optimise the quality of work and the profitability of the unit.
3. Management of Controlled Drugs
- 3.1 To ensure that the principles outlined in the DH publication ‘The Safer Management of Controlled Drugs’ (CDs) are adhered to all times.
- 3.2 To ensure the day-to-day safe and appropriate management of CDs in the pharmacy. Legal responsibility for CDs whilst acting as RP will remain with the Responsible Pharmacist.
- 3.3 Ensure the safe management of CDs such as ordering, receipt, record-keeping are developed and maintained whilst acting as RP.
- 3.4 To ensure the controlled drug register is maintained and the balance is reconciled against the stock of every CD
- 3.5 Any discrepancy in the actual versus recorded balance of any CD discovered during an audit or the dispensing procedure will be investigated and resolved and reported without delay.
- 3.6 To contribute to the development and maintenance of systems jointly with the KCHFT Accountable Officer to ensure appropriate prescribing of controlled drugs.
4. Medicines management
- 4.1 To contribute to safe and secure medicines practice. This includes medicines selection, procurement, storage, preparation, dispensing, supply and patient education.
- 4.2 To support adherence of prescribing practice to the hospital formulary as advised by the Joint Formulary Committee of KCHFT and the South East London Medicines and Pathways Review Group.
- 4.3 To contribute to and support development and implementation of systems for the monitoring and review of medicines expenditure by directorates within out-patients.
- 4.4 To contribute to compliance with local and national standards of practice and legislation through audit processes, including external audits & quality improvement initiatives.
- 4.5 To work with prescribers and hospital finance staff, where appropriate to enhance cost effective prescribing and prescribing budget adherence.
- 4.6 To contribute to the maintenance of the pharmacy quality management system.
- 4.7 To work with patients to ensure they receive optimal benefit from their medicines by providing appropriate counselling and support.
5. Financial
- 5.1 To ensure all pharmacy transactions, including ordering and receipt of medicines and collection of pharmacy related income complies with standing financial instructions and national guidance and legislation.
- 5.2 To have delegated day-to-day authority for the purchase, receipt and storage of all medicines used by the company.
- 5.3 To ensure pharmacy stock-holding levels are appropriate, monitored, and are handled safely and securely
- 5.4 To contribute to ensuring that the pharmacy is developed and operated as a profitable business tailoring staffing and services as appropriate.
- 5.5 To contribute to developing professional working relationships with suppliers where relevant to promote relevant commercial benefit.
- 5.6 To ensure compliance with SOP’s concerning cash handling, end of day cashing up procedures and cash flow through and security.
6 Quality & Safety
- 6.1 To contribute to ensuring that all aspects of pharmacy service meet national and Trust standards
- 6.2 To contribute to the annual audit and performance management programme
- 6.3 To promote and maintain your own and others’ health safety and security
- 6.4 To contribute to the development and maintenance of the Health & safety policy for the pharmacy and promote it including by personal example.
- 6.5 To use and monitor security systems provided, and review and report upon their adequacy.
- 6.6 To identify risks in pharmacy activities and promote safe ways of working.
- 6.7 To contribute to ensuring that all staff are trained in H&S both at induction and annually thereafter.
- 6.8 To contribute to maintaining the pharmacy working environment free from potential hazards.
- 6.9 To report potential risks identified and recommend corrective action
Education and Qualifications
- Registration asa pharmacist with the GeneralPharmaceuticalCouncil
- Evidence of advanced clinical knowledge, post graduate clinical qualification, or equivalent experience of at least 18 months
- Experience as a qualified pharmacist in a number of different settings and roles including temporary or day to day management.
- Experience of developing a business or organisation and the team, or having been part of such a new team
- High degree of self-motivation–organisea and prioritise own work and develop agreed ideas into practice. Pragmatic, methodical, systematic and resilient.
