The Role: 


We are looking for a PMO Manager. The Projects and Programmes Division is responsible for all aspects of portfolio, programme and project delivery, in line with strategic priorities. The Division has central oversight of the organisation???s change portfolio, and is comprised of Portfolio, Programme and Project Managers and PMO professionals. We exist to support the organisation in meeting its key objectives and strategic priorities, and to ensure the organisation delivers the right projects in the right way with the right people.


Responsibilities:


  • Skilled and experienced in a wide variety of project delivery specialisms, the PMO Managers will support the organisation???s portfolio, programme and project managers across a broad range of services, which may include:Leading governance processes, ensuring compliance with the delivery framework
  • Setting up and supervising portfolio or programme plans and facilitating planning workshops with partners
  • Proactively monitoring projects against time, cost and quality expectations, providing an early warning of any variances and exceptions to the Portfolio, Project or Programme Manager
  • Identifying peaks of work across projects and proposing solutions to resource contentions
  • Budget and cost management ??? producing accurate and timely forecasting and monitoring of actuals
  • Leading reporting processes for the portfolio or programme, setting out standards and defining reporting timetables to ensure provision of reliable and consistent management information
  • Planning, implementing and managing programme-level RAID (risks, assumptions, issues and dependencies) and proactively proposing solutions where issues have been identified
  • Challenging constructively and assessing overall progress of programmes and projects by reviewing progress reports and other key management information
  • Coordinating lessons learned reviews when project phases are completed, capturing and proactively disseminating the information
  • Facilitating the approval processes through which projects are initiated and added to the portfolio
  • Reviewing business cases from a benefits perspective and advising on benefit identification, tracking and management
  • Establishing change control and configuration management processes that enforce to company standards
  • Resource management and on-boarding ??? Identifying and monitoring key performance indicators that may highlight capacity / capability constraints and over commitment of resources for particular areas
  • Internal and external stakeholder management across a diverse set of senior level leaders who may have opposing priorities
  • Supervising quality management arrangements

You will also support the Centre of Excellence by providing input into the continuing development of the PMO community and the wider delivery framework, using your practical experience of delivery.

You may be responsible for day to day management of other PMO Resources. In which case you would be required to develop your team through sharing information effectively and reliably, coaching to ensure that your staff are productive, engaged and motivated to deliver the area's aims. This will include setting clear goals and smart stretching objectives that are aligned to those of the team, division and directorate. You will also be responsible for handling all staff-related matters that may arise including performance, absence and sickness.

Requirements: Essential Criteria
  • A proactive self-starter who is able to develop and maintain effective working relationships with the programme and project managers, the wider team, partners of varying levels of seniority, and external suppliers
  • Experience of leading a PMO environment on high priority, complex, business and IT programmes and projects, including:
  • Planning
  • RAID management
  • Governance processes including Programme Board support
  • Reporting
  • Budget management and financial forecasting
  • Change control
  • Experience of management of effective governance, including the planning, post-meeting actions and follow up, and able to record accurate and concise minutes
  • Experience of producing high quality documentation, briefing papers, reports and presentations
  • Strong interpersonal and communication skills (verbal, written and presentation) with the ability to connect with and influence people at all levels of the organisation
  • Able to use judgement and provide sound justification for decisions
  • Ability to challenge constructively whilst maintaining excellent working relationships within the programme community and with partners
  • Experience of working collaboratively across project and organisational boundaries to achieve shared goals
  • Strong analytical skills; able to report critical information and patterns from complex data, producing accurate conclusions and recommendations,
  • Experience of mentoring and coaching team members and wider PM team, including those more senior
  • Excellent MS Office skills, including Microsoft Project and Excel
  • Desirable CriteriaExperience of enterprise PPM tools/ERP PPM modules such as Planview, Changepoint, Oracle
  • One or more recognised portfolio, programme or project management qualifications, e.g. PRINCE2, MSP, P3O, M_o_R, PPSO, APM PMQ or RPP, PMP or PMI.
