Job description

Salary : Upto £70k dependant on Experience, plus a Market Related Supplement to support relevant qualification ( ATCO Licence/experience) - to be discussed at interview stage.

 

Contract Type: Full Time Permanent

Security Level Required: BPSS

 

The Role

You will lead and manager the Airspace Delivery team and will establish and implement strategies for the efficient operation, coordination, and outcomes of the CAA Airspace Modernisation Delivery (AMD) portfolio of activity, aimed to reduce unnecessary controlled airspace and increase airspace access, with particular focus upon supporting the Future of Flight (FoF) activity. Responsible for delivering the airspace elements of the AMD tasks, in support of the AMS and the FoF programme, through the oversight and coordination of all associated airspace review, safety, engagement and consultation activity. 

You will also manage the assessment of airspace structures for which the UK has contracted responsibility in respect of reclassification activity.

 

 

Core Accountabilities:

  • Consider requirements to review airspace usage and amend airspace.
  • Determine airspace for review using suitable data, information, and intelligence to highlight potential safety concerns or airspace access issues.
  • Conduct airspace reviews and amended work, engaging with external airspace users by utilising detailed data, information, and intelligence to understand whether airspace classification is valid, or a change is required.
  • Facilitate amendment of existing classification or enable the procedural change for improved airspace access. 
  • Engage with the airspace operating authority and affected airspace users to ensure a safe transition with the ongoing safety management system and the ICAO Standard and recommended practices (SARPS) andProcedures for Air Navigation Services (PANS.)
  • Effective resource management, particularly for localised airspace expertise.
  • Liaise with the Airspace Regulation (AR) on any upcoming classification changes and applying the agreed methodology in preparation for AR decision making.
  • Establish open and harmonious relationships with those likely to be affected by airspace review and amend plans.
  • Lead and inform as a subject matter expert with internal and external stakeholders.
  • Promote airspace access principles in all aspects of tasks related to the Airspace Modernisation Strategy, particularly with FoF activity for new users.

 

 

About you

Minimum Essential Criteria:  

  • Effective and experienced leader of people and multi-disciplinary teams.
  • Have held relevant Air traffic Control Operators License relating to ATM and specifically ATC operations in UK airspace both en-route and terminal.
  • Knowledge of in terminal ATM operations policy or airspace development,
  • Able to undertake research, analysing results and able to make sound judgments.
  • Understand published Instrument Flight Procedures (IFP), and the evolving needs of new airspace users, specifically Unmanned Aerial Systems.
  • Able to rapidly establish personal credibility with technical specialists and develop constructive relationships,
  • Demonstrates commitment, is flexible, organised, innovative, and able to develop novel solutions, based on expert knowledge and detailed understanding of ATM and aviation law principles.
  • Confidently seeks solutions to ensure deadlines are met.
  • Confident to communicate at all levels with a collaborative approach.
  • Have experience of MS Office packages specifically Word, Excel, and Outlook.

 

Desirable

  • Knowledge of the CAA and UK aviation industry
  • Understand key legislative factors influencing and determining the CAA’s role as an airspace regulator, such as the Civil Aviation Act, Air Navigation Order, Rules of the Air Regulations and the appropriate MAA Regulatory Publications.
  • Awareness of national and international ATM regulatory bodies and their interaction.
  • Awareness of the impact of airspace change on those who choose to fly and those who do not.

 

There is an ICAO/CAA Policy requirement for the license or experience for the role being carried out at the CAA.
