Historic England have a fantastic opportunity for you to join us as our Principal Emergency Planning Adviser andTeam Leader.

The Technical Conservation Team in the National Specialist Services Department specialises in the care, repair and conservation of buildings, structures and landscapes. We set standards and provide specialist technical services and strategic leadership on the technical aspects of the care, repair, maintenance and adaptation of the historic built environment. We do this by developing and promoting evidence-based specialist technical guidance and best practice to support those who care for and make decisions about the stewardship of the historic environment. 

The overall purpose of the job is to manage the Emergency Planning Team and lead the team’s provision of authoritative advice for Historic England on Emergency Planning and fire safety. This will include responsibility for maintaining and developing Historic England’s approach to Emergency Planning and delivery of Historic England’s well-respected Emergency Planning training. To identify appropriate standards, guidance and best practice and to manage the regular review of relevant legislation, instructions, standards, techniques relating to Emergency Planning and fire safety.

The location of this role is National where we offer hybrid working, you will be based in one of our following offices and from home - Newcastle, York, Manchester, Birmingham, Swindon, Bristol, Portsmouth and Cambridge. 

What you will be doing

Integrated work practice. As Team Leader, manage departmental, group, inter-group and corporate demands on the team in such a way as to balance resource and demand, take responsibility for dealing effectively with all staff related matters and support the development and well-being of team members. You will also actively contribute to the overall management and direction of the Technical Conservation Team through membership of the Leadership team

Technical expertise & advice. Ensure a strength-in-depth capability for providing authoritative high-quality expert strategic advice and guidance on Emergency Planning and fire safety within the historic built environment. This will include providing timely strategic advice and assistance to the Regional Delivery teams, liaising with government departments and other key stakeholders and partners. Contribute as an intelligent client to quality control of all relevant grant-aided projects, casework advice, external commissions and tenders let through the Business Improvement Team or other routes.

Income generation: Manage the delivery of training at the Historic England Emergency Planning Training Centre at Fort Cumberland in Portsmouth. This will include managing the delivery of the existing cost recovery training and the development and delivery of new training courses; some of which may be cost recovery. This will include the evaluation and identification of opportunities to expand the training offer, including face to face, online or blended learning training opportunities.

Evidence Gathering: Lead the strategic investigation, data collection and analysis required to provide persuasive evidence for the appropriate management of Emergency Planning and fire safety risks faced by the historic environment. Identify programmes that will provide evidence for the benefit that effective Emergency Planning initiatives and actions can have in reducing or mitigating these risks. This will require strong links with key stakeholders such as local authorities, the emergency services and other national organisations and key stakeholders in industry and in the relevant Higher Education Institutions and Research Establishments to ensure that any evidence gathering research reflects the highest academic and professional standards.

Capability: Promote the team’s role as a centre of specialist knowledge in Emergency Planning and fire safety in respect of the historic environment, developing strong relationships with key national stakeholders. This will include identifying statutory and legislative requirements and appropriate standards of good working practice, identifying and testing new and existing approaches in respect of Emergency Planning, taking an active role in promoting awareness of the specific sympathetic approach required when working in the historic environment and with historically associated objects.

Capacity-building: work in partnership with professional bodies impacting on Historic England’s work regarding standards of practice, research, publication and CPD training needs, and support training and development in respect of Emergency Planning and fire safety in respect to the historic environment. Identify and share best practice, including the development and delivery of national Emergency Planning and salvage training where appropriate.

Programme management: Manage and maintain detailed cross-team oversight across all the activities of the team to ensure effective coordination and articulation of the work of the team to ensure effective, integrated and consistent management of all of the team’s functions.

Financial Management: Take responsibility for oversight and management of team budgets and procurement of equipment and services.

Compliance Management: As a manager, ensure our legal obligations and the expectations set out in our policies are met, including health & safety, equality & diversity, finance, procurement, information security and managing people.

Profile: Represent Historic England, where appropriate, on external committees, steering groups and working parties concerned with Emergency Planning and fire safety in the historic built environment. Contribute to maintaining and promoting Historic England’s profile in Emergency Planning and fire safety by participating in debate and discussions and through agreed, lecturing, and public speaking.

Other: Perform other duties and responsibilities as may be reasonably required within the level of the post in support of Emergency Planning management systems as agreed.

Please note the role requires regular travel to Fort Cumberland in Portsmouth.
