Job description

You will lead on all procurement activity and contract management within the Education, Work and Skills directorate.

Delivered through a Business Partnering approach, you will lead on procurement activities within Homelessness, Refugees, Early years, and Skyline project.

Description

You will lead on all procurement activity and contract management within the Education, Work and Skills directorate.

The directorate drives and supports reform and social policy developments and cross cutting innovation linking in the 10 LAs across Greater Manchester.

Delivered through a Business Partnering approach, you will lead on procurement activities including:

  • Homelessness - Development and implementation of "a bed every night"
  • Refugees - Refugee Transition fund
  • Early years - development of Autism support and role out throughout GM
  • Skyline project - shared children's residential care

Day to day activities include:

  • Through a Business Partnering approach, provide a proactive and responsive procurement service supporting the delivery of GMCA's key, strategic objectives.
  • Support high-profile, complex procurement projects to ensuring they are delivered on-time and on-budget and according to agreed specifications.
  • Be responsible for the delivery of a number of high value contracts and tenders, utilising different routes to market, simultaneously whilst delivering best value for money and achieving cashable savings.
  • Undertake the negotiation and management of strategic contracts and support the contract management arrangements.
  • Undertake collaborative tendering activity with regional and national partners where applicable.

Profile

  • Previous experience of working within a procurement function.
  • Experience managing end to end procurement processes and tenders.
  • Ability to build strong trusting relationships with suppliers, clients, customers and colleagues.
  • Self-motivated with ability to prioritise workloads of self to meet deadlines

Job Offer

  • Salary from £36,648 with yearly increments up spine points to a maximum of £40,221, in addition to local government pay increases.
  • Hybrid working with expectation to be in the Manchester office 1 day per week on Tuesdays.
