Job description

Could you be Incommunities new Procurement Business Partner? Reporting into the new Head of Procurement, you will provide support in the development and implementation of an organisational procurement strategy along with embedding robust policies and procedures. This is a great opportunity for someone looking to help shape change across an organisation, making an impact from day one and playing a key role in developing a new strategic procurement function within Incommunities.

Responsibilities

  • Lead major projects and tenders, ensuring all sourcing activity fully complies with appropriate legislation and regulations
  • Prepare tender documents to stakeholder requirements and run end to end tender procedures on their behalf
  • Provide support and advice to managers and stakeholders regarding any contractual or procurement matters
  • Assist in the negotiation of contract terms, conditions and costs
  • Review existing procurement procedures and implementing changes where required
  • Be a key player in developing procurement strategies that deliver value for money and social value
  • Review existing procurement plans and deliver service quality and efficiencies through contract management and procurement governance.

About you

  • Have an MCIPS qualification or working towards
  • Are experienced in preparing tender documents and managing the end-to-end procurement process
  • Are proficient in spend analysis and extrapolating data with a view to realising value for money and efficiency savings
  • Are engaging and able to communicate well with different departments
  • Be a self starter, able to work well as a team player
  • Can provide recent examples of cost savings achieved on large scale procurement projects
  • Have demonstrable experience of managing contractor performance, contract negotiation and excellent supplier/stakeholder relationship management.

Requirements

  • Procurement experience within the public sector (highly desirable)
  • Experience in the use of Dynamic Purchasing Systems and Framework Agreements
  • Strong working knowledge of the Public Contract Regulations 2015
  • Knowledge of category management and experience of using this methodology in complex commercial environments to deliver procurement strategies and drive significant service improvements
  • Excellent IT skills in order to operate multiple systems
  • The ability to multitask and work under pressure
  • A professional, personable and pragmatic approach to procurement with a forward-thinking attitude and desire for procurement excellence
