Job description

Cover People are currently recruiting for a Procurement Officer at one of our busy Academy Schools based in their Head Office in Blackburn
JOB SUMMARY:

1. Support procurement activities across multiple categories of spend, including expenditure both above and below the tender threshold, to achieve better value for money for the Trust.
2. Support procurement activity compliance in line with the Procurement Contract Regulations and the internal Financial Management Handbook.
3. Provide contract performance reports to the Procurement Manager.
4. Support innovative ways of thinking to be able to create economic and social value for the Trust.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES:

1 Operational Procurement and Contract Management
1.1 Manage the storage and organisation of procurement documentation in line with legislation and Trust processes.
1.2 Comply with and advise on the procurement regulations and internal procurement processes of the organisation, showing an ability to balance risk and offer compliant solutions.
1.3 Assist with producing RAG-rated reports, issue logs and timely escalation procedures as required.
1.4 Support maintenance of the Trust contract database.
1.5 Support maintenance of the Trust procurement three-year plan.
1.6 Report and monitor contract performance and delivery through the observation of robust key performance indicators (KPIs).
1.7 Analyse non-pay expenditure to identify areas where savings are possible and more efficient ways of purchasing.
1.8 Undertake project-based tasks including cost and scenario analysis, benchmarking and market research.
1.9 Monitor and obtain quotations, identifying opportunity to standardise and rationalise low value procurement activity.
2. Stakeholder Management / Relationships
2.1 Assist with the delivery of staff training and development needs, in respect of procurement.
2.2 Ensure fair and equitable treatment of all persons/suppliers to high ethical standards and raise awareness of commercial issues across The Trust.
2.3 Support the contract management of strategic suppliers within the Trust.
2.4 Support schools to achieve operational objectives whilst maintaining compliance with both the procurement contract regulations and internal financial management handbook.
3. Safeguarding
3.1 Implement the Trust s Safeguarding Policy.

4. Other Responsibilities
4.1 Work within the Trust s policies and procedures.
4.2 Make the best use of ICT equipment and processes.
4.3 Utilise a variety of technical systems and software to effectively deliver objectives.
4.4 Review a range of information sources and offer innovative solutions to support the Trust s objectives.
4.5 Contribute to the provision of an effective work environment.
4.6 Be aware of, and respect, the confidential nature of issues within the role.
4.7 Carry out any such duties as may be reasonably required by the Procurement Manager.
4.8 Attend meetings and training as required.
4.9 Provide cover for other administration staff tasks during absences.
4.10 Promote the Trust s vision of nurturing today s young people, inspiring tomorrow s leaders.
4.11 Champion the Trust s values of Service , Teamwork , Ambition and Respect .

5. Records Management with attention to detail.

Candidates must hold a good level of IT Skills, and experience in a similar role is preferred.
