We are seeking a Procurement Officer to support the development, monitoring, and reporting of procurement strategies and policies. This role is integral to ensuring the delivery of Procurement objectives and outcomes within a dynamic public sector environment.
Day to Day of the Role:- Assist the Procurement Group Manager in the development and progress monitoring of the Procurement strategy.
- Stay informed on best practices and new policy/legislation relevant to procurement.
- Translate NCC, EU, and UK Government policies and Directives into actionable procedures for Procurement.
- Collaborate with Category Management to plan and deliver cross-category initiatives.
- Prepare procurement and commercial guidance notes for the Procurement Centre and wider procurement teams.
- Manage the Procurement planning process and report on actuals to the Procurement Management Team.
- University degree or equivalent.
- Knowledge of public sector procurement policies, procedures, and systems.
- Understanding of local government services and operations.
- Strong interpersonal skills with the ability to engage with colleagues, senior managers, and customers effectively.
- Excellent communication skills, both oral and written.
- Decision-making and problem-solving abilities.
- Proven ability to meet objectives and delivery targets using effective resource management.
- Creative thinking with a focus on innovation.
- Well-developed planning skills and the confidence to present complex issues to a senior audience.
- Good networking and relationship-building skills.
- Highly literate with the ability to distill complex issues into a simplified core statements.
- Track record of delivery and achievement in strategy formulation.
- Experience in developing guideline documents from policy statements.
- Experience working with internal and external stakeholders.
- 3 years of experience working with senior managers across a large organisation.
- Experience in research tasks with minimal supervision.
- Experience in the development and implementation of strategies in a complex and changing environment.
- Implement policies, procedures, and strategies, and communicate these to procurement staff.
- Advise procurement staff across the Authority on the interpretation of policies, procedures, and strategies.
