Project Control Lead

We are looking for a Project Control Lead for a 3 years contract to render services in Petrobrazi Refinary, owned by our main client, OMV Petrom.

Scope Description:

• Lead all Project Control functions in assigned projects (cost estimating, planning, cost & contract controlling)
• Responsible for establishing project budget & schedule for the project manager, and monitoring their adherence (“right hand” of the project manager)
• Further responsible for: development of Project Control strategy (reflecting both Petrom and contractor roles & responsibilities); interfacing with critical project functions (such as procurement, engineering, execution, construction etc.); quality assurance and improvement of processes & workflows
• Establish and implement Project Control plan, reflecting both Petrom and contractor roles & responsibilities;
• Establish and monitor “phased” project budget (PCP / project cost plan) and schedule (baseline, progress measurement) for the project manager in all project phases (from “Idea” to “Execute”);
• Lead the nominated Project Control functions (estimating, planning, controls, contract management);
• Review/prepare financial data (incl. actuals, accruals, forecasting, invoice payments, purchase orders, material deliveries and other data) with critical interface to SAP software. Collect & compile progress and data. Develop cost control worksheets and reports;
• Monitor contractor performance in terms of progress, productivity, earned value and modification requests;
• Review modification requests versus budget and contract prior to approval, categorize modification requests to develop & analyze trends, and identify counteractive measures in case of inadequate contractor performance;
• Participate in RFQs (Request for Quotation) / ITBs (Invitation to Bid) / tenders and negotiations. Provide input for project cost control requirements, assist in commercial evaluations, and audit contractor’s cost control procedures and practices;
• Interface with critical project functions (e.g. procurement, engineering, execution, construction, Corporate functions etc.) and support Head of Project Services in case of ad-hoc requests
• Create, or support the creation of WBS / CBS. Recast project cost estimates and develop Project Control budget consistent with WBS / CBS
• Coordinate and develop project earned value (EAV), commitment and estimate at completion (EAC) forecasts. Prepare contractor performance curves e.g. earned values, modification requests versus progress achieved

MONTHLY PROGRESS REPORT on the following activities status for active projects:

• Prepare Project Management Progress Reports including cost and progress performance analysis and forecasts, trend analysis, change status, areas of concern and proposed mitigations.
• Prepare control budget and establish cost report based on recast of the Cost Estimate.
• Prepare Earned Value Analysis
• Prepare Project Cost Plan for internal use and the Gatekeeping process
• Analyse commercial proposals of bidders versus the Cost Estimate and prepare report of variances
