Job Title: Project Fabrication Manager

Reports to: Project Manager, Head of Discipline

Location: Sutton Subsea7 Office


OVERVIEW OF ROLE

Under the authority of the Project Manager, the Project Fabrication Manager shall maintain the safe and timely fabrication of subsea structures, installation aids and equipment by the fabrication yards in accordance with the quality requirements of the project.

The Project Fabrication Manager is responsible for the fabrication of all permanent equipment (Manifold, Plets, spools…) and associated installation aids and seafastening on the project; acts as the contractual Single Point of Contact (SPOC) with the fabrication yards.

The Project Fabrication Manager can be asked to work or participate to a Tender or FEED.

The Fabrication Manager responsibilities will be:

  • Establish the fabrication strategy for the project in conjunction with Supply Chain Management (SCM), Project Management
  • Engage with each Fabricator Yard Manager in order to establish a cooperative work spirit and facilitate the integration of the project representatives if any
  • Keep project aware of all HSEQ & delay issues, and propose recovery plans if necessary
  • Ensure the application of the Subsea7 and Global Project Centre Fabrication processes, specifications and procedures.
  • Construct the fabrication organisation of the project, schedule and plan resources. Review their suitability to deliver the project safely, on budget and schedule with the fit for purpose quality required by the contract. Interface with other departments to ensure proper coverage for the Fabrication Package needs (HSE, Quality, Pre-com, Operations…)
  • Control the internal (team,…) and external (Fabricator,…) fabrication costs versus the budget, and maintain a clear picture of the financial Estimate At Completion for the fabrication package in conjunction with SCM.
  • Interface with the Client in the office and on site during visits
  • Support Project Fabrication team both in the office and on site
  • Interface with other project disciplines to ensure collaboration and alignment with fabrication team requirements

All personnel are expected to contribute to creating a positive HSEQ culture within Subsea 7 and ensure familiarity with and adherence to local HSEQ codes and practices.


Specific Key Responsibilities & Activities

General:

  • Ensure fabrication team is involved with SCM and Engineering at early stages of project to drive/guide and ensure the fabricability of the design and provide technical support to SCM
  • Ensure the selected fabricators have the required skilled personnel and fabrication equipment (welding machines, handling material …) to deliver the fabrication package. During the project, they ensures the Fabricator adhere to their commitment about resources and equipment required to deliver the project
  • Ensure all steel work and components required (plates, beams, forgings, fittings, piping, connectors…) are ordered on time, as required to fulfil project and Fabricator requirement, including required contingencies (cut and waste, project technical uncertainties…) and advises on procurement strategy to fit the overall schedule
  • Follow the project stock of steel work and components during the project to avoid any risk of shortage and to minimise excess of material at the end of the project
  • Ensure substitutions, if any, are carried out in an efficient way and properly recorded
  • Ensure all fabrication SOW are issued to SCM
  • Provide key input to SCM to ensure fabrication contracts are comprehensive, robust and in line with project requirements (schedule, deliverables, cost breakdown, etc.). They will support all contractual and commercial discussion with Fabricators
  • At the outset of fabrication activities, organise and hold a kick-off meeting on Yard to clarify the respective responsibilities of the Fabrication Yard and of the Project Representative, the fabrication execution Plan (associated manpower and details of progress measurement system), the reporting system (queries, weekly meeting and reports) and the interface with the client
  • Shortly after the above, formalise with the Client the relations with the yard as per the requirements of the main contract
  • Before starting fabrication, organise a pre-production meeting on Yard to complete the review of documents such as: ITP, MTO, quantities, engineering documents, specifications, SDR and schedule
  • Ensure Fabricator develops, as per schedule, all fabrication procedures, documentation and ITPs in line with Project and Client requirement: Welding, NDT, Painting/coating, Weighing, Assembly, Handling/lifting/load-out, FAT…. Ensure all procedures, when required, are properly risk assessed and mitigation measures are agreed and developed
  • Ensure FAT and SIT specifications are issued to the Fabricator in due time
  • Ensure that all fabrication processes (Welding, NDT, Painting/coating, Weighing, Assembly, Handling/lifting/load-out, FAT…) are fully qualified before starting the corresponding Project Fabrication activities: i.e. maintain and ensure the completion of the readiness process
  • Assist the Project Manager by carrying out the coordination of yard activities
  • Inform the Project Manager of progress and report all technical, contractual and commercial issues. In that respect, identify any opportunity or risk that could improve or impact the proper execution of the project and propose mitigation measures
  • Ensure the timely reporting to PMT and to the functional department
  • Produce the fabrication part of the weekly report to Client
  • Ensure the Project Fabrication Close-out Report (including lessons learnt) is compiled and issued to the Project and Fabrication Discipline
  • Ensure the wellbeing of all team members in the fabrication team on and off site

HSE:

  • Promote HSSE (Health, Safety, Security & Environment) aspects during the preparation and the execution of the fabrication in the office and on site at Yard management level
  • Ensure & contribute to the achievement of the fabrication within the HSE targets set in the Subsea 7 HSE Policy
  • Put in place and agree Safety Incentive Plans with the Fabrication yards
  • Lead Management and Client visits and ensure regular Management Safety walks are carried out

Quality:

  • Provide accurate information to the Quality Manager for them to properly plan all QC supervision
  • Together with the Project Quality Manager, accept the goods based on the inspection reports and define actions plan in coordination with the Yard when Non-Conformance occurs
  • Ensure Fabricator issues all ITPs on time and implement the requested Hold/Witness Points with the proper notification
  • Ensure the Office Fabrication Team is actively facilitating the close out of TQs and Deviations
  • Ensure the proper implementation and record in the final dossier of the agreed way forward to TQs and Deviations
  • Supervise the production and obtain the Fabricator final documentation. Follow up the review of the final documentation

Engineering:

  • Liaise with office technical team and client to solve technical matters and arrange client site visits
  • Liaise with Project Engineering Management to ensure design and drawings of the structures are ready when required for site, and agree target dates for issuance

Planning:

  • Ensure all items required to be fabricated are allocated according to the fabrication strategy. Ensure the fabrication strategy is clearly communicated and actioned by SCM, Logistics, Fabrication yard and site teams
  • Ensure a robust fabrication schedule is built at the beginning of project to set Fabrication, SCM and Engineering deliverables
  • Liaise with SCM and Engineering to ensure deliverables will be submitted as required and enable planning for remedial actions or back up plans if issues arise
  • Ensure chosen Fabricator’s schedule is robust and aligned with internal fabrication and global schedule inputs and required delivery dates
  • Check progress and proper execution of the fabrication directly in the fabricator premises and sub-suppliers’ premises as necessary
  • Provide accurate information to the Project Manager for them to properly expedite relevant activities
  • Work with Project Manager, Operations Manager, Site Representative and Fabrication yard to create recovery plans in the event of delays or mitigation plans in the event of schedule changes
  • During delivery phase, closely interface with Project Operations Manager to ensure onshore and offshore schedule are aligned and logistics details are worked out. Find remedial action and schedule changes, as required, allowing continuation of offshore operations
  • Review & issue the fabricator progress reports

PERSON SPECIFICATION

  • Good leadership skills including good HSE leadership
  • Engineering Degree or equivalent qualification plus at least 10 years relevant experience preferably in Oil & Gas industry, with minimum of 2 years of field experience
  • Knowledge in welding, fabrication, load tests, painting, inspections, design or installation of structures, drafting. Basic knowledge in material specifically steels, including CRA (Corrosion Resistant Alloy like Super Duplex)
  • Capability to support and motivate personnel and team within the project and interface with personnel both internal and external to the project to deliver project commitments
  • Contractually astute
  • Ability to plan and organise own and team’s work
  • Ability to work both at office and on Yard with workers team
  • Fluent in written and spoken English
  • Knowledge of in-country shipment regulations, customs clearance, regimes and tax regulations desirable, but not essential
  • Advanced knowledge of engineering, SCM, logistics and operations on a project.
