Job Title:  Property Inspector
Salary £33,189
A DRIVING LICENCE IS ESSENTIAL FOR THIS ROLE

Overall Purpose of Job

 To carry out property inspections on behalf of the Maintenance team and play a pivotal role in the successful delivery and completion of maintenance works relating to damp, mould, disrepair, complaint outcomes actions and complex repair cases.

To assist the wider maintenance team in the provision of pre and post inspections across the Properties Directorate.

Main Responsibilities 

  • Responsible for diagnosing the cause of general property disrepair in relation to condensation damp and mould in properties and specifying suitable remediation through a single or multi-stage approach
  • Carrying out pre and post inspection, both in person and virtually where required for planned and contractor works as well as standard reactive maintenance surveys
  • Produce detailed reports concerning findings including options for remedial solutions. To determine any other works required whilst on site and highlight to the Works Planners through the use of the systems in place.
  • Support the Area Managers to drive continuous improvement of damp, mould, disrepair and general maintenance works
  • To carry out repairs where possible as part of the Maintenance teams on site
  • To support the Area Managers in the management of trade colleagues and contractors whilst on site
  • To ensure that all customer and/or property information and/or data is up to date and passed to the relevant staff member. Identify how data collected could be used to improve performance.
  • To provide a customer-focussed service through advice, information, and effective liaison with appropriate colleagues with regards to damp &mould, disrepair & maintenance
  • In partnership with the Customer Relations & Service Improvement team, highlight any changes to the processes and working practises to achieve efficient turnaround of all works.
  • Ensure that inspections and works are completed in line with the Maintenance Policy and Damp and Mould Policy/Guidance
  • Liaising with the materials suppliers to ensure the availability of material that meets organisational timescales
  • Liaise with other supervisors and the Works Planners to monitor delivery and make any necessary adjustments between teams to ensure optimum utilisation of staff to meeting service requirements.
  • The post holder will be expected to be aware of safeguarding vulnerable adults and children and report any concerns via Ongo’s Safeguarding policies and procedures.

Creativity & Innovation

  • Using your initiative and working in an organised manner ensuring workload is prioritised and deadlines managed and best value for money is achieved
  • Support in the development and introduction of new methods of working to improve service delivery to Ongo customers
  • Support and contribute to the production of materials distributed to customers that support them in maintaining their home
  • To work in partnership with contractors and customers to ensure the service is responsive in following the ethos of best value whilst maintaining the highest level of customer focus.

 

Contacts & Relationships

  • The post holder will participate as an active member of the property team and provide services across the whole maintenance team
  • Daily communications with the Area Managers
  • Frequent liaison with all levels of operational management and colleagues throughout the organisation
  • Frequent contact with customers in their homes
  • Contact with contractors on a regular basis
  • Regular contact with the internal teams with relating to the delivery of the Maintenance Policy and the Damp and Mould Policy & Guidance
  • Material suppliers on a regular basis
  • Regular contact with the Customer Experience teams including the Triage team.

 Decision Making - Discretion 

  • Determine the most effective ways of delivering our maintenance services whilst also considering the best value for money outcomes
  • Ensuring the needs of customers including any vulnerabilities are considered as part of recommended works and ensuring appropriate measures are put in place to provide support where required
  • Determine scope and prioritisation of work required and ensuring this is communicated through the correct channels in a timely fashion
  • Decide whether completed works meet expected standards
  • Able to make timely and effective decisions

Decision Making - Consequences

 Decisions taken will directly impact on:

  • Customer satisfaction performance for the property directorate
  • Budgets set for maintenance works and the provision of a VFM service
  • Ongo’s performance against organisation KPI’s relating to maintenance and damp and mould case management
  • Customer living standards
  • Compliance with Health and Safety legislation
  • Ongo’s performance against the standards expected of the Housing Ombudsman and internal policies and procedures
  • Determines the achievement of Right First Time repairs 

Responsibility for Resources 

  • You will have access to IT systems which could contain personal and sensitive data which must therefore remain confidential and protected.
  • General office and surveying equipment
  • Responsible for the proper handling, care, security and maintenance of equipment, plant, materials and vehicles up to a value of £15000. 

Work Demands 

  • Ability to work to tight deadlines, taking a customer focussed approach to your work
  • Ability to work flexible and at times out of core hours to meet appointments.
  • Ability to complete duties to agreed timescales

Physical Demands

  • Normal physical demands associated with an office environment.
  • The ability to access loft spaces and use steps and ladders.
  • The ability to work outside at all times of the year.
  • Lifting of materials and component part, tool kits, ladders, power tools.
  • Fitting of materials and component parts in confined spaces often in awkward postures

Working Conditions 

  • The post will be largely field based and requires the ability to travel to sites across the North Lincolnshire Region and neighbouring Counties.
  • You will be required frequently to visit occupied and unoccupied properties to carry out inspections.
  • You may be required to occasionally attend events, meetings or conferences relevant to the post which may be situated outside of North Lincolnshire.
  • Conditions can vary dependant on tenants property and can include dirty and disagreeable sites. Includes elements of working in all types of weather conditions.

Work Context

  • The post holder will be required to visit members of the public in their homes and attend site as necessary.
  • There will be at times risk to personal safety the nature of which is needles and substances found in Void and tenanted properties. There may also be risk from violence on estates from members of the public.
  • Lone working with the public and in tenants properties, exposure to disagreeable and hazardous conditions including working at height and in empty properties. 

Knowledge, Skill & Experience Required 

  • A formal qualification or significant experience in a construction/maintenance related area
  • Computer literate and competent in the use of Microsoft office applications
  • Knowledge and experience of Health & Safety regulations and its practical implementation
  • Understanding of COSHH regulations
  • Knowledge of general construction techniques
  • Experience of diagnosing building defects
  • Excellent Customer Service skills and the ability to resolve issues and complaints for our tenants.
  • Excellent communication skills
  • Good problem solving skills
