PT Temporary Home Safety and Fuel Stamps Officer

Temp contract Belfast

Start: 14 April to end of June 2024 (possible extension)

Part time 22.50 hours per week

Main purpose of job

To be responsible to the Principal Environmental Health Officer (Environmental Protection, Public Health and Housing) or appropriate manager to assist in the efficient and effective development and implementation of the council’s Oil Fuel Stamp Scheme.

To assist the Home Safety Officer in the efficient and effective development, and implementation of the objectives of the Home Safety Check Scheme.

To carry out Home Safety checks and deliver the appropriate equipment to qualifying households in Belfast and to assist in the coordination of educational outreach work including delivering safety presentations and workshops to community groups

To develop and maintain high standards of service delivery, through partnership working with various agencies and external groups.

To undertake all allocated tasks within agreed time and quality targets.

Summary of responsibilities and personal duties

Home Safety Checks

1.To travel to private homes, using own vehicle, within the constituent council areas as part of the Belfast City Council Home Safety Check Scheme to carry out inspections for safety hazards, advise residents on Home Safety and testing smoke alarms, use of carbon monoxide detectors, etc based on current knowledge of risk and good practice

2.To independently carry out a need’s assessment, provide approved equipment on this basis, and ensure that residents know how to use it safely to reduce their risk of accidental injury.

3.To undertake regular stock taking to replenish and distribute heavy items i.e., fireguards, stairgates etc.

4.To make appropriate referrals to other agencies such as NIFRS, Occupational Therapists, Warmer Homes, Social Services, Optimise, Good Morning Call Scheme, Living Well/Living Longer, Safe and Well, Sure Start, Northern Ireland Housing Executive, Police and Community Safety Partnership, Sensory Support Team and local councils on the basis of a needs assessment and with the consent of the resident.

5.To maintain written records of each Home Safety visit and complete computer records for the RoSPA database (recording through Data Pen Project/iPad).

6.To meet targets for home visits in each council area based on Service Level Agreements with Public Health Agency giving priority to those at most risk.

7.To attend training sessions and meetings as required to include supporting Home Accident Prevention groups at local level.

8.To support the Home Safety Officer in raising the profile of Home Safety issues.

9.To support the Home Safety Officer with educational and promotional work related to Home Safety as part of an agreed programme of activities.

Fuel Stamp Scheme

10.To be responsible for assisting in the development and implementation of a council-based Oil Fuel Stamp Scheme, including its extension across the city.

11.To be responsible for monitoring and evaluating activities relating to the scheme including monitoring the sale of fuel stamps within the various fuel stamp outlets, investigating any irregularities and resolving problems as necessary in conjunction with departmental business support staff.

12.To engage with various fuel stamp outlets and users of the scheme to encourage optimum participation.

13.To build relationships and alliances in partnership with other agencies involved with fuel poverty and to liaise with, and form links and networks with local community centres and relevant contacts.

14.To liaise with printing companies regarding the production of relevant material.

15.To deliver stamps as requested and other relevant information to various fuel stamp outlets and oil companies and communicate to them the procedures for the operation of scheme.

16.To act as a point of contact for information and advice on matters relating to the scheme and respond to enquiries from the public, fuel stamp outlets, oils companies, elected representatives and other interested parties about specific aspects of the scheme and assist in the upkeep of the scheme website on a regular basis.

17.To establish and maintain links with local news media, through the council’s Marketing and Corporate Communications Section, subject to all relevant council policies, and to participate in interviews as required at an operational level.

General

18.To participate in meetings of the cross-departmental Officers’ Working Group on Older People as required.

19.To support relevant departmental business support staff in undertaking general administrative duties related to the scheme.

20.To carry out administration duties in relation to Home Safety and fuel stamps and answer general enquiries.

Essential criteria

Driving licence, qualifications and experience

Applicants must, at the closing date have:

(a)possess a full, current driving licence which enables them to drive in Northern Ireland and a have a car available for official business use, or, access to a form of transport which will enable them to meet the requirements of the post in full[1]; and

Either

·have a third level qualification in a relevant subject such as business studies, marketing, communications, project management, business management or equivalent qualification and be able to demonstrate by providing personal and specific examples, at least one year’s relevant experience in the following areas:

or

·be able to demonstrate on the application form, by providing personal and specific examples, at least two years’ relevant experience in each of the following areas:

(b)providing advice to consumers;

(c)interagency working and networking with the community and voluntary sector; and

(d)delivering presentations to community groups.
