Job description

This post is available at a really exciting time for our Trust, with the implementation of a new Risk Management system and the launch of the new Patient Safety Incident Response Framework .This role is a key link between patient safety, clinical risk management, clinical audit , clinical effectiveness and the clinical service lines. The Quality Governance Lead provides support, facilitation and guidance for a range of Quality Governance activities aligning with the Trust Safety strategy and values, across a recently merged organisation. A key requirement of this post is to build relationships with clinicians and nursing leads in order to prioritise patient safety , develop robust processes in incident management , completion of action plans and to ensure compliance in Duty of Candour.
This role is part of the Corporate Quality Governance Team working closely with Clinical Audit leads, Learning Assurance coordinators, risk and safety teams ensuring learning is shared across the organisation where appropriate.
This role is expected to:
Assist service lines in identifying ,managing and monitoring incidents, ensuring relevant pathways are expedited timely and efficiently.
To line manage the Clinical Service Line Quality Governance and Effectiveness facilitator.
Work with colleagues to ensure consistency of information.
Act as a resource to the Clinical service lines , providing training where necessary .
Attend and actively contribute to Governance meetings within their service line .
Share relevant information with service line leads and challenge completion targets and compliance rates.
Ensure compliance within service line of N.I.C.E and Quality standards both nationally and locally.
Support manager and other department leads with the production of relevant reports.
Participate in service line Quality improvement projects as appropriate.
Act as an After Action Review conductor.

Leadership and Management
  • To line manager the CSI- Quality Governance and Effectiveness facilitator and support the development of their skills, encouraging a focus on accuracy and attention to detail striving for excellence in all activities.
  • Co-ordinate the implementation of a CSL quality and safety clinical governance programme with associated improvements linked to the Trust's overall agenda.
  • Assemble and analyse quantitative and qualitative information (with divisional and directorate leads) in ways that assist staff in reflecting, and improving on service delivery and practice.
  • In liaison with CSI- resource (Head of Nursing, Matron, CSI- Clinical Governance and Audit Lead, Clinical Director and General Manager) coordinate the compilation of relevant CSI- reports which assist with monitoring and enhancing its approach to the management of clinical quality and safety enabling the CSI- to provide appropriate assurance to the Trust in relation to clinical quality (through regular reports to the relevant Clinical, Governance, and Quality Committees).
  • Facilitate the downward dissemination of decisions and discussions at Governance and Quality Committees and provide clarity regarding how they may relate to the individual division, and develop associated programs to address and monitor the impact of the change.
  • Identify training needs within the Division (based, for example, on the analysis of incidents or the reports of relevant national audits) and work with the Clinical Service lines (CSL) Quality Governance and Effectiveness Manager and CSL colleagues ensure that these needs are met.
  • Undertake and provide clinical governance related training sessions for CSLs and where indicated across the organisation.
Patient Safety Investigations and Risk Management
  • Work as directed by (CSL) Support Unit Manager and Clinical Audit Lead with the Patient Safety Investigations and Clinical Risk manager to facilitate the management of serious incidents, particularly implementation of associated improvement plans within CSLs.
  • Ensure close collaboration with clinical teams and identification of learning across specialities and organisation-wide learning related to themes and trends.
  • Support and advice on compliance with requirements for legal Duty of Candour across CSLs for any incidents classified as moderate or more serious.
  • Coordinate the use of local risk registers; supporting CSI- management resource in effective oversight of CSL risk registers in liaison other Quality Governance resources.
  • Support the implementation of any safety alerts pertinent to the CSLs.
Clinical Audit and Effectiveness
  • To assist the (CSL) Support Unit Manager and Clinical Audit Lead in coordination of the Clinical Audit and Effectiveness committee including preparation for meetings, preparing papers in advance ensuring the committee is effectively able to implement its terms of reference.
  • To coordinate the alignment between clinical audit and effectiveness and other Quality Governance activity to identify learning and areas for quality improvement.
Inspection and Accreditation
  • Support the organisation and CSI-'s in the preparation and delivery of activities associated with coordinating the Trust's response and participation in Care Quality Commission inspections
  • Support and coordinate CSLs in optimal preparation for any external accreditation or inspections and overseeing that appropriate action plans and corrective actions are completed with an associated follow up audit planned (as required).
  • To support the (CSL) Support Unit Manager and Clinical Audit Lead with the production of reports.
  • Coordinate the follow up of the completion of Structured Judgement Reviews and other Mortality review processes within CSLs
  • To participate in relevant task and finish project groups aimed at delivery of improvements within CSLs.
  • To liaise with the CSI- management teams to ensure projects have managerial commitment to support the implementation of change
  • The post holder will be expected to undertake training, including mandatory and role specific training, relevant to their role and ensure it is renewed as required.
  • The post holder will be based at the either the Luton and Dunstable or Bedford Hospital site but is required to work across sites on a regular, rotational basis
