Job Title: Senior Railway Certification Manager
Location: Hybrid - WFH and onsite when needed Egypt Alexandria
Contract: DOE Outside IR35
Length: 6 Months (Extendable)

 
Job Overview
As a Senior Railway Certification Engineer, you will lead and oversee the certification process for railway systems, equipment, and operations to ensure compliance with regulatory standards, safety requirements, and industry best practices. Your role will involve panning and managing certification activities, conducting assessments, coordinating with regulatory authorities, and providing technical expertise to support the safe and efficient operation of railway networks.
By effectively managing Railway Certification activities, railway operators and authorities can demonstrate compliance with regulatory requirements, enhance safety and reliability, and build trust with passengers, stakeholders, and regulatory authorities.
 
Qualifications
  1. Bachelor's degree in Engineering or a related field. Advanced degree or professional certification in Railway Engineering or Certification Management is preferred.
  2. Extensive experience of 15 years in Railway Certification, regulatory compliance, or safety management within the railway industry.
  3. In-depth knowledge of regulatory requirements, standards, and guidelines applicable to railway systems, equipment, and operations.
  4. Strong analytical skills with the ability to interpret and apply technical specifications, safety standards, and regulatory frameworks.
  5. Excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams and stakeholders.
  6. Proven leadership abilities with the capacity to manage certification projects, lead teams, and drive continuous improvement initiatives.
Roles and Responsibilities
  1. Regulatory Compliance Assessment
  • Conduct a comprehensive assessment of regulatory requirements applicable to railway operations, including safety standards, technical specifications, and operational guidelines.
  • Identify relevant regulatory bodies and certification authorities responsible for overseeing Railway Certification processes.
  1. Certification Planning and Strategy
  • Develop a certification plan outlining the scope, objectives, and methodologies for achieving regulatory compliance and obtaining necessary certifications.
  • Establish a clear timeline, milestones, and resource requirements for the certification process.
  1. Documentation Review and Preparation
  • Review and organise documentation related to railway systems, equipment, and operational procedures to ensure completeness and accuracy.
  • Prepare documentation required for certification, including technical specifications, test reports, maintenance records, and safety documentation.
  1. Gap Analysis and Remediation
  • Conduct a gap analysis to identify any discrepancies or deficiencies in current railway operations compared to regulatory requirements and certification standards.
  • Develop remediation plans and corrective actions to address identified gaps and ensure compliance with certification criteria.
  1. Testing and Evaluation
  • Conduct testing and evaluation of railway systems, equipment, and components to verify compliance with regulatory standards and performance requirements.
  • Perform functional tests, performance tests, and safety assessments to validate the integrity and reliability of railway infrastructure.
  1. Audits and Inspections
  • Arrange audits and inspections by regulatory authorities or independent certification bodies to assess compliance with certification criteria.
  • Prepare for audits by organising documentation, facilitating access to facilities, and coordinating with relevant stakeholders.
  1. Certification Application and Review
  • Prepare and submit certification applications to regulatory authorities or certification bodies, including all required documentation and supporting evidence.
  • Respond to inquiries and requests for additional information during the certification review process, addressing any concerns or issues raised by certifying authorities.
  1. Continuous Improvement and Compliance Monitoring
  • Establish mechanisms for ongoing compliance monitoring to ensure that certified railway operations continue to meet regulatory requirements and industry standards.
  • Implement processes for updating documentation, conducting periodic audits, and addressing changes in regulatory requirements or certification criteria.
  1. Training and Personnel Certification
  • Provide training and certification programs for railway personnel involved in operations, maintenance, and safety management.
  • Ensure that personnel possess the necessary qualifications, skills, and certifications required to perform their roles effectively and safely.
  1. Certification Maintenance and Renewal
  • Monitor the expiration dates of certifications and ensure timely renewal or recertification to maintain compliance with regulatory requirements.
  • Proactively address any changes in regulations or standards that may impact certification status and update documentation and procedures accordingly.
