South ICE & ROM is a directorate within Enforcement, Compliance & Crime (ECC). Our mission, using intelligence and in accordance with our control strategy, is to utilise our skilled and professional workforce to tackle immigration abuse and protect the vulnerable.

This is an exciting opportunity to step into this challenging, but rewarding role, within our Reporting Offender Management (ROM) Teams, located in the South region. We have a number of posts available in our ROM teams based at Eaton House in Hounslow and Lunar House in Croydon. These posts attract additional payments on top of the basic salary as there will be an element of weekend working (between 23 and 27 days a year for full time staff and pro-rata for part time staff). Some hybrid working is available.

Our ROM teams maintain face to face contact with illegal migrants as they report, conducting interviews, dealing with people face-to-face in a secure environment and progressing applications to their conclusion (whether the individual is granted permission to stay in the UK, elects to leave voluntarily or is detained pending removal).

Training

When you join us as an Executive Officer, you do not need to have any previous experience or prior knowledge about the role, as you will be given full and thorough training to enable you to be competent in the job. You will receive paid training, appropriate to your new role, upon joining the Home Office. The full programme has been designed to be progressive in its approach to delivery.

Your initial induction training is a hybrid course combining two days online delivery, five days classroom based and two days PPST (Level 2). Upon completion of the course, you will be able to gain the essential knowledge and skills to become a successful ROM officer within the Home Office. The course includes a variety of subjects: Entry to the U.K., Breaches and Offences, Desks Functions, Interviewing Techniques, Bail and Detention, concertinaing on Detain on Reporting. With additional training on Baseline Vulnerability.

Please note candidates will be expected to be available between 1-2 weeks (Mon-Fri - possibly weekends) for a classroom-based course on selected training dates when a start date is agreed. This may involve travel to a specific training location, cost of travel and accommodation will be met by the business.

Person specification

As an Executive Officer, you will work as part of a team, undertaking a range of interesting and varied activities linked to our aim of reducing harm and protecting the public from harm. You will report to an HEO (Higher Executive Officer) or a CIO (Chief Immigration Officer) and you may have the opportunity to become a Team Leader with a small number of direct reports.

You will be a strong communicator, able to seek and draw out information from illegal migrants, using this information to determine the best course of action. With the ability to remain calm and professional even in emotionally charged and pressurised situations, you will have the confidence to take control of situations where necessary.

Capable of motivating and inspiring others, you will be naturally inquisitive and will enjoy working as part of a team in a fast-paced and changing environment, where there is a drive for continuous improvement.

With a keen eye for detail, you will be capable of considering and analysing information from a range of sources, to make sound decisions in a dynamic environment. You will be organised and focused on delivery and will be comfortable working within the confines of legislation, policy and procedure.

The successful candidates will be responsible for (but not limited to):

  • Maintaining contact management with those who are required to report, either face to face or via telephone reporting. This work is conducted at our two reporting centres, where illegal migrants on reporting restrictions are required to attend on a regular basis
  • Conducting a range of interventions including documentation interviews, marriage enquiries, assessing individuals on their first reporting events and assessing any mitigating circumstances when required, whilst professionally dealing with any challenging conversations
  • Serving notices of decision on individuals reporting and altering restrictions where appropriate, or in the light of changes in priorities
  • Working collaboratively and professionally with colleagues within the unit and broader Home Office, along with our external partners, to deliver business outcomes
  • Actively participating in team performance meetings, ensuring IT systems are fully updated and that data quality issues are identified and reported
  • Potentially managing a small team within the unit, conducting regular one-to-one meetings with staff within the team to manage their performance, development and wellbeing

Annual Hours Working Allowance

We operate 24 hours a day, 365 days of the year. This role currently attracts Annualised Hours Allowance of 18.59%. This is to compensate for working shift patterns including night shifts, early morning starts, late night finishes, weekends, and public holidays. Shifts can vary in length and can be up to 12 hours. Shifts can be changed or extended according to business need. The rate payable is dependent on location and role and is indicative of the shift pattern you will be required to work.

The higher the AHA, the more flexible you will be required to be. Please note that the allowance is subject to regular review and can go down as well as up.

Age: These are shift working roles and so you must be at least 18 years or over to apply for this role. You will be required to work between 22.00 and 06.00, so this is a legal requirement. Part Time Working

Appearance

As part of this role you will be required to wear a uniform (which will be provided). Staff must ensure that their uniform is worn correctly, in line with these uniform standards, is kept clean and is well presented. To support this requirement, adequate uniform supplies will be available and issued. Uniformed staff represent their organisation at all times and should ensure that their dress and personal appearance reflects this responsibility.

Public and Personal Safety Training (PPST) – Level 2

These roles can be physically demanding and if successful you will be required to complete and pass specialist training including Public and Personal Safety Training (PPST) Level 2 which develops skills in personal safety such as tactical body positioning, breakaway, blocking and parry.

A formal offer will be conditional upon you being physically fit to undertake and pass the training.

You must be prepared to undertake regular refreshers of this.

Flexible working

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity, by Spring 2024.
