The Role


The space licensing and monitoring team oversee the licensing and regulation of space activity under the Space Industry Act (SIA), Outer Space Act (OSA) and Air Navigation Order (ANO) permission. Reporting to the Lead safety assessor, the post holder will work across multi-disciplined teams to conduct safety assessments and to provide assurance for licence applications under the SIA, OSA and ANO permission.


This will include making a recommendation on whether a licence should be granted or not. The role will be expected to ensure the UK Space Regulator meets its obligations and objectives, including managing financial liabilities and undertaking compliance, monitoring and enforcement activities. The role will also be expected to provide input into development of appropriate licence conditions as necessary and conduct monitoring activities as required.


This work will include engagement with internal and external stakeholders, particularly with legal advisors, government, and industry.


This role will involve travel to visit space operators and licensees as part of ongoing engagement throughout the lifecycle of pre-application, application, issue, monitoring, inspection, and enforcement as required.


Some international travel may also be required from time-to-time as appropriate in accordance with the duties of the role.


Core Accountabilities


Your key responsibilities, although not exhaustive, will include:


  • Working collaboratively with the space team and colleagues across the CAA and other regulators.
  • Conducting reviews of safety assessments as directed by the Lead safety assessor and in conjunction with space regulatory specialists involved in the assessment of space licensing, monitoring and enforcement activities.
  • Providing assurance that the UK space regulator will meet its obligations.
  • Providing briefs to the space leadership team on relevant regulatory issues.
  • Representing the CAA space regulator to stakeholders in the Space Industry
  • Contribution to the CAA space regulator’s overall assessment of industry performance.

About You


The successful candidate will have the following experience, knowledge, and skills:


Essential:


  • Understanding of risk methodologies (e.g., bow tie analysis, Fault Tree Analysis, Event Tree Analysis, risk matrices, Quantitative Risk Assessments etc.).
  • Experienced in the application of As Low as Reasonably Practicable (ALARP) principles in the management of risk.
  • Ability to assimilate, analyse and communicate complex technical information to a range of stakeholders, to support improved understanding and standards and/or legal compliance.
  • Ability to manage uncertainty and use theoretical and practical knowledge including working from ‘first principles’ to identify practical, workable improvements in risk controls including engineering controls, working practices, training, and maintenance requirements.
  • Problem solving skills and ability to work both independently and collaboratively, sometimes to tight deadlines.
  • Ability to plan and manage varied workload, deal with competing priorities, manage expectations and deliver on time to a high standard.
  • Ability to interpret and comply with statutory requirements.
  • Strong analytical and technical skills.
  • Ability to gather and interpret complex information from a variety of sources.
  • Proven experience of stakeholder engagement, preferably across government and industry/academia.

Desired:


  • Experience of working within a licensing or regulatory function in high hazard industry.
  • Knowledge of toxic and/or flammable chemicals major accident hazards.
  • Experience of developing or assessing Safety Case reports in high hazard industry, e.g., Control of Major Accident Hazards (COMAH), offshore.

Additional Information


For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.


To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role this will need to be 5 years.
