Job description


The role of the Screening and Immunisation Manager (SIM) is to commission consistently resilient, high quality national Screening and Immunisation programmes within the defined geography of an NHSE regional team. Individuals in these roles may come from a number of backgrounds, including nursing as demonstrated for example by NMC or PH clinical registration.
You will provide direct support to the Screening and Immunisation consultant Lead across the full range of commissioning activities, as specified in the Section 7a agreement and which are required to ensure that Screening and Immunisation programmes:
• Meet the needs of all eligible people
• Are provided to the highest levels of quality, safety and efficiency
• Meet minimum standards and strive for excellence
• Ensure equity of access and uptake
Employed by NHSE South East regional team with day to day line management provided by the Screening and Immunisation Lead (SIL).
Line managing a team of Screening and Immunisation Coordinators (SIC) who will implement strategies and plans to support continuous improvement of the commissioning and delivery of the national programmes.
You will be part of a national and regional network of Screening and Immunisation staff.
Training and development will be provided to all staff to ensure that they can undertake their roles within an agreed competency framework.
COMMISSIONING
• Support the SIL in ensuring that local Screening and Immunisation programmes in your areas are commissioned to meet the requirements and standards of national service specifications.
• Provide data and support the public health input to relevant reports, plans and strategies e.g. JSNA.
GOVERNANCE AND QUALITY ASSURANCE
• Engage with the NHSE screening quality assurance teams and ensure that their advice is considered and that areas of concern are addressed.
• Ensure that robust systems and processes are in place to collate and analyse data and that this is provided in useful formats to key interested parties.
• Responsible for ensuring that effective plans and systems are in place for the identification of serious incidents and to ensure that they are properly dealt with and that lessons are learnt and acted upon.
• Ensure that advice from relevant national bodies e.g. Joint Committee on Vaccination and Immunisation (JCVI) and UK National Screening Committees (UKSNC) is communicated and understood by coordinators and are accountable for the implementation of this advice.
OPERATIONAL
• Oversee team members to deliver requirements as above and engage / liaise with key stakeholders.
• Manage the delivery of day-to-day activities and projects.
• Operate in a highly political and sensitive environment.

PROJECT MANAGEMENT
• Lead the team in the delivery of project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project.
• Develop a comprehensive and cohesive plan which is consistent with the overall project timetable, meets the strategic direction of the team and minimises unnecessary disruption to stakeholders involved in the process and is operationally sound.
• Pro-actively manage stakeholders, respond to and resolve conflict between different stakeholders when this arises through facilitation or other appropriate mechanisms.
• Responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost effective manner.
• Maintain the project initiation document and associated plans with regular team meetings to monitor progress and resources.
• Ensure the flexibility of the project if required to meet conflicting / changing requirements.
• Responsible for the planning and organisation of numerous events / meetings. Ensuring communication tools are used to their maximum value for circulating the minutes, agenda and presentations in a timely manner.
• Demonstrate effective stakeholder management across different departments and at all levels.
• Support other project managers as and when required.
• Ensure that the projects maintain business focus, have clear authority, that the context including risks, are actively managed in alignment with the strategic priorities of NHSE.
MANAGEMENT
• Lead a team of SICs and oversee the implementation of strategies and plans to support continuous improvement of the commissioning and delivery of the national programmes.
• Liaise with contract and finance managers you will lead negotiations with providers in cases of underperformance and support coordinators in developing and implementing remedial action plans.
• Deputise for the SIL as required.
• Support the SIL to establish and lead local and Screening and Immunisation oversight groups to ensure effective coordination of the services, share best practice and support the collective improvement of the service.
• Chair Screening and Immunisation specific Oversight Groups as agreed and delegated by the SIL and as determined by local need.
STAFF MANAGEMENT
• Directly manages a team of SICs, responsible for day to day work assigned to team.
• Responsible for the recruitment of team staff, chair of recruitment panels and acting as a recruiting officer.
• Responsible for undertaking appraisal and personal development including progressing any disciplinary or capability issues.
• Support, motivate and develop staff within the team to ensure that they are able to deliver policies for its workforce.
• Managing third parties (such as consultants / interims) to ensure deliverables are met in a timely manner and within budget.
Financial and Physical Resources
• Provide regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective.
• Provide oversight and monitoring of all aspects of team budgets or manage budgets as required.
• Ensure project expenditure is monitored accordingly.
• Responsible for making recommendations, providing advice and able to prepare strategic reports / briefings for the Head of Public Health Commissioning, Steering / Reference Groups and others as required
Information Management
• Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes.
• Ensure timely and accurate detailed information analysis and reporting to management on agreed areas of work.
• Analyse, interpret and present data to highlight issues, risks and support decision making
Research and Development
• Contribute to the development of key performance indicators.
• Delegate aspects of research and development activities, collating information, analysing and reporting findings.
• Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information.
• Deliver projects to comply with key performance indicators.
• Coordinating Research and Development initiatives, delegating as appropriate
Planning and Organisation
• Contribute to the strategic planning of team projects and priorities, identifying interdependencies, and potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary.

Policy and Service Development
• Develop policies and procedures in own work function with an impact on the wider organisation, as required.
• Contribute to the development of an integrated approach to service management.

Key Working Relationships
• • The post holder will be required to maintain constructive relationships with a broad range of stakeholders.
• Participate in relevant working groups/projects, services and initiatives to provide, information and analytical advice, evidence based challenge and expertise.
• Develop and implement data collection systems that will provide accurate and timely data.
• Present information and issues, explaining highly complex issues, to a wide range of stakeholders.
