Job title:Section 38/278 Engineer 

Salary: £34,834 - £36,648 pa 

Hours: 37 hours

Contract: Full Time Permanent

Location: Merrion House, Leeds

As a Section 38/278 Engineer you will be joining a busy team liaising with various stakeholders to provide a high quality engineering consultancy service from application stage to the adoption of highways on a variety of developments across the City of Leeds

About you

As a Section 38/278 Engineer you will be a highly motivated individual capable of working as part of a team as well as autonomously using engineering judgement to provide developers and internal teams engineering advice when progressing a variety of developments across the City of Leeds from initial application stage to final adoption of new highways. As a Section 38 Engineer you will bring to the role:

  • Knowledge and experience working to Section 38 and Section 278 of the Highways Act 1980. 
  • Knowledge and experience of highway construction processes and specifications.

Produce work to achieve high standards of urban design and support the sustainability agenda.

  • Good communication skills, both written and verbal
  • Ability to develop and maintain relationships with developers and internal teams.
  • Ability to manage competing priorities whilst delivering on a range of schemes and adapting to changing circumstances and priorities.

About the role 

The role is in the Section 38 Team within the Highways and Transportation service area, and you will be joining a supportive and welcoming team that delivers high quality engineering advice to developers, external agencies and internal teams on highways and adoption related matters. 

As our next Section 38 Engineer you’ll be working as part of the team to ensure that developments are delivered in a cost effective and efficient manner ensuring that highways are delivered in line with the standards and specifications of Leeds City Council as well as national standards. Providing positive solutions to achieving diversion an inclusion in all aspects of service delivery and community engagement

Job Description 

Job Purpose

As a team member to ensure proposed highway schemes are designed, constructed and implemented in line with statutory obligations, City Council policies, standards and specifications for adoption as publicly maintainable highway.

Principal Accountabilities:

  • Manager and Supervise as required junior team members engaged in design checking and processing S38/S278 Adoption applications.
  • To be motivated to achieve Corporate Plan, Service Plan and Divisional Plan objectives.
  • Promote and deliver positive solutions to achieving diversity and equality in all aspects of service delivery, community engagement areas, focusing on equality of outcome.
  • Provide technical support to the processes and procedures operated within the team.
  • An understanding of employees’ responsibility for Health and Safety.

Responsibilities for Grade:

  • To assess applications and advise developers of the S38/S278 (Highways Act 1980) adoption process
  • Support the provision of a high quality and cost effective engineering consultancy service providing for the delivery of highway and other engineering related schemes
  • Support the development of policies to ensure efficient service delivery, continuous improvement and corporate objectives
  • Appreciation of working within the requirements of the CDM regulations.
  • Undertake work in accordance with legislation and to the appropriate local, national and corporate standards, policies and practices
  • Support the development of partnership working
  • Knowledge of Highway Engineering
  • Awareness of Public Sector Issues
  • Awareness of Local Government
  • Liaise with LCC transport development services, legal and planning services to ensure S38 / S278 agreements are progressed

  • Well-developed computer skills in relation to the delivery of highway schemes.
  • Ability to promote a professional image of oneself, the department and the Council.

  • Understanding of Scheme Management.
  • Experience of working effectively with others to deliver schemes.
  • To develop and maintain good working relationships with internal and external customers and other stakeholders to achieve corporate objectives and to maintain a position of service provider of first choice.
