Job Details

We are seeking a highly skilled and motivated individual to join our Security & Compliance Team. Reporting to the Lead Officer – Security & Compliance and working with a team of specialists the candidate will undertake responsibilities such as information security, service assurance and the Council’s managed Security Operations Centre (SOC).

As a Security & Compliance Specialist you will have responsibility for ensuring the Council’s systems comply with legislation, regulation and relevant standards in order to maintain the confidentiality, integrity and availability of information against the ever growing Cyber Threat. Responsibilities include:

  • Work alongside a team of IT experts and provide guidance and support to ensure their continued professional development.
  • Provide advice and guidance on ICT Risks & Audit responses.
  • Work closely with Emergency Resilience to ensure that suitable DR/BC plans are in place and tested.
  • Contribute to the ongoing development of Information Security Policies, Standards and Guidelines
  • Co-ordinate the response to Cyber threat intelligence and Security Operations Centre events.
  • Threat and vulnerability hunt across our infrastructure using security products such as Nessus, KnowB4 and Microsoft Sentinel
  • Work with colleagues to ensure compliance with existing standards such as PSN via annual external assurance measures.

The role requires experience of security standards and legislation such as the data protection act, PCI-DSS and Government security requirements (PSN) and working knowledge of legislative frameworks and approaches including COBIT, ITIL, Data Protection, Information & Records Management, and Security practices and standards.

The Council is implementing a managed Security Operations Centre run by a third party 24/7. You will be expected to be available to provide standby cover to respond to critical events that they detect.

This allows flexibility in place and hours of work to meet the demands of the role, however, the post holder will be expected to travel to and attend office locations in Fife as required, e.g., to engage in team, service, or supplier meetings or to manage critical incidents.

The Person

  • Educated to SCQF level 8 which includes HND or SVQ level 4 or equivalent vocational accreditation in a computing/ systems or related discipline or equivalent relevant experience.
  • Experience of one or more technical specialisms to a level where the person is regarded as an expert within the area by being able to provide advice and / or demonstrate the ability to supervise a specialist consultancy.
  • Experience in maintaining quality standards.
  • Experience in mentoring and coordinating work within a team.
  • Excellent interpersonal skills
