Overview

Senior Assessment Manager

Location : Manchester, Leeds, Birmingham or Bristol

Salary : £68,404 – £82,557 per annum

We are looking for a Senior Assessment Manager to join us in a fantastic new role at the Regulator of Social Housing, to lead our frontline assessment team and make sure that we make best use of regulatory intelligence in our work.

As the Senior Assessment Manager, you will ensure that we provide a first-class service to all stakeholders who contact the regulator, including registered providers, tenants and elected representatives. You will ensure we are clear and transparent in our communication with those who contact us.

You will develop and implement systems that record and analyse the regulatory intelligence we receive from different sources, including tenants.   You will lead our work to assess and respond to concerns raised with the regulator about registered providers, and will ensure an appropriate escalation of cases to our regulatory engagement teams.  You will also oversee, support and advise colleagues as they manage a varied caseload of engagement.

You will be joining us at an exciting time as we grow and change to take on additional powers and responsibilities around the importance of safe, decent homes for social housing tenants and on landlord transparency and accountability.

We have a key role in delivering these outcomes through an expanded, proactive consumer regulation function.

Job Description:

As part of our organisational leadership team, you will lead the regulator’s frontline assessment team, ensuring a proportionate and risk-based approach to our casework, and managing cases in line with quality and service standards.

You will ensure our effective regulation of registered providers is supported by first-class regulatory intelligence.  You will lead a multi-disciplinary team, ensuring resources are appropriately deployed to deliver our regulation in a way that is consistent, reasonable and proportionate.

You will be also responsible for managing contact from a wide range of stakeholders, including tenants and tenant groups, registered providers, elected representatives and other statutory bodies including the Housing Ombudsman, and will ensure our decisions are communicated to stakeholders in a clear and transparent way.

As a leader, you will also be responsible for developing the skills and capacity of the team to continue to provide a first-class service to stakeholders contacting the regulator.

Responsibilities:

As the successful candidate, you will have a track record of delivering effective outcomes in a regulatory, tenant/customer or assurance-based environment. You will have an understanding of the principles of modern regulation as represented by the co-regulatory approach and will also have excellent analytical skills and the ability to exercise sound professional judgement to reach robust, evidence-based conclusions.

In addition, you may have a good understanding of the strategy and operations of registered providers, particularly in areas of governance, risk management, landlord services and tenant engagement.  You should have a track record of engaging meaningfully and effectively with a broad range of stakeholders, including tenants or other consumers, as well as senior executives and board members.

You have excellent written and oral communication skills, and will be able to manage workloads across the team, balancing multiple priorities and working across team boundaries in an inclusive way.

Location

We operate a hybrid model of working with a mix of office and home working.

This role can be based out of any of RSH’s core offices in Manchester, Leeds, Birmingham and Bristol. We offer a range of flexible working arrangements and staff can benefit from working from home for part of their hours. Most roles involve some travel within England between our offices, with some roles also involving onsite visits to social housing providers.

The salary for this role is a spot salary within the given range, which will normally be the minimum of the range. There is no incremental progression through a pay scale. Annual salary reviews are determined by the government pay award. In addition, when the probation period is successfully completed, a performance related bonus may be awarded, based on appraisal ratings at the end of the qualifying appraisal year.
