Job summary

We are looking for a Senior Counter Fraud Officer to join our Counter Fraud Group to help protect HM Land Registry (HMLR) against fraud and to deliver and develop Counter Fraud policies and strategy changes, which will play a fundamental role in protecting the Land Register, a key part of the national economic infrastructure. 
This is an exciting permanent opportunity available in Gloucester, with a minimum requirement of 26 hours per week for part time, or up to 37 hours per week for full time. 
You will receive training on all aspects of the role, and you will work towards a relevant counter-fraud qualification and develop yourself against the Government Counter Fraud Standard.

HMLR ensures people’s land and property rights are guaranteed and protected in one of the most active property markets in the world. As part of our highly regarded Counter Fraud Group you could be contributing to this important and exciting work every day, operating against the ever-evolving, ever-changing fraud threat HMLR faces. The Counter Fraud Group plays a critical part in protecting the integrity of the register and undertakes an important role in the HMLR Counter Fraud strategy.
You will be able to develop effective relationships both with internal stakeholders and with external law enforcement agencies, liaising with them and advising on the fraud threats we face. You will build knowledge of the strategic and tactical counter-fraud environment in which you will operate.
Your skills will include being able to analyse, evaluate and interpret complex data in a fast-evolving environment. You will provide real-time support and fraud insight to operational staff across the country and produce appropriate outcomes to defend against fraud or illegality. You will deliver and assist in the development of counter-fraud policy and strategy within HMLR and to further the Counter Fraud strategy.

For the first six months of your training period, it is essential that you will be office based, as all initial training will be undertaken on-site at our Gloucester Office. Following your training, HMLR believe that a blended approach to where you work that enables some time working from home, as well as in the office may give you an improved experience and has clear business benefits, we expect everyone to spend at least 60% of their working time in the office. 

Please note that this role will require travel to other HMLR office locations across the UK, with occasional overnight stays.

Person specification

In order to be successful for this role, you must meet the below criteria: 
• Recent comprehensive experience of working in an intelligence gathering capacity and data analytics role
• Proven ability employing demonstrable attention to detail in evaluating and scrutinising large quantities of data
• Ability to manage multiple tasks to tight deadlines and high standards, demonstrating excellent organisational and prioritisation skills
• Excellent written and oral communication skills  (To include writing and presenting reports to a high standard and presenting information / findings to an audience)
• Demonstrate ability to apply strategic thinking within problem solving and reporting scenarios
• A proven ability to work well in a team
• Demonstrate strong numerical and analytical skills
• Working knowledge of MS Office applications

Qualifications

• Minimum 3 GCSE’s including Mathematics and English Language at Grade C/Level 4 or above or an equivalent qualification (O-Level at Grade C or above, CSE at Grade 1)
