We are recruiting to several exciting new roles in the Organisational Development and Change Service. As our Senior Employee Engagement Officer, you will be at the forefront of delivering a new and improved approach to Employee Engagement across the council.

It couldn’t be a more important and exciting time to join the team here in Rotherham. It’s a wonderful place, with its eyes set firmly on the future. We’ve come a long way in reforming our social care services, investing in bricks and mortar, staff and services, to ensure we keep each other safe and secure. We’ve started a huge programme of physical regeneration, investing in our roads, libraries, and town and village centres – and we have plans in place to see these benefits extended to all who live, work or study here.

To deliver all of this and more, we need to ensure we have a talented, developed and engaged workforce. As our Senior Employee Engagement Officer, you will play a key role in bringing this to a reality, delivering our Workforce Plan through to 2025. We are looking for someone who understands meaningful engagement, how to effectively capture employee voice, motivate people and deliver practical action.

There is already a solid foundation to build from, with our recent Employee Opinion Survey results and a range of active Staff Networks underway. This role is about taking this even further and creating more opportunities for staff to have their say.

As part of the OD and Change management team, you will help to shape a variety of high-profile projects across the service. The team’s top priority is to support the council to become an Employer of Choice in Rotherham.

This role will likely appeal to an excellent communicator who is proactive and thrives in a collaborative, fast-paced environment.

This role will be accountable for delivery in the following areas:


Employee engagement including capturing and measuring Employee Engagement through regular surveys and polls, developing best practice engagement approaches, coordinating Staff Networks, delivering engagement events, facilitating workshops and focus groups.


Internal communications including overseeing the forward plan, developing engaging campaigns, developing materials with senior leaders, keeping staff informed of key decisions in a timely way, using data and insight to track progress, refreshing communication channels, creating engaging videos and multi-media for storytelling.


Reward and recognition including improving and promoting our employee benefits, organising our annual employee recognition event, creating new ways to improve everyday recognition.

From 1st April 2017 to 31stMarch 2024 employees paid at Band D and above are subject to a temporary pay reduction of 1.15% spread out by means of a weekly / monthly deduction (dependent on pay frequency) from each pay period over the full financial year. In recognition of implementing this temporary measure, those who experience a pay reduction will be awarded of three additional day’s leave (pro rata for part-time).
