Job Title: Senior Head of Capital Projects Manager

Trust Location: The Princess Alexandra Hospital, Hamstel Road, Harlow, Essex,

CM20 1QX

Pay Rates: £37.81ph

The above pay rate maybe negotiable.

Working hours: Mondays Fridays, 8am 4pm.

The Princess Alexandra Hospital NHS Trust (PAHT) provides a full range of general acute, outpatient and diagnostic services at The Princess Alexandra Hospital in Harlow, the Herts and Essex Hospital in Bishop s Stortford, and St Margaret s Hospital in Epping. We employ 3,500 staff and serve a local population of around 350,000 people living in west Essex and east Hertfordshire, centred on the M11 corridor and the towns of Harlow, Bishop s Stortford and Epping. Our extended catchment area incorporates a population of up to 500,000 and includes the areas of Hoddesdon, Cheshunt and Broxbourne in Hertfordshire.

Job Summary:

As the Senior Head of Capital Projects Manager, you will play a crucial role in managing the Capital Estates Programme. Your responsibilities include overseeing estates project construction and implementing delegated schemes within the Trust s Investment Programme. By improving the environment for patients and staff, you ll contribute to our mission of delivering exceptional healthcare.

As a member of the Estates Directorates Senior Management Team, your role involves providing expert construction management advice to internal and external stakeholders key responsibilities:

Project Leadership: Manage complex Capital Projects from inception to completion, considering their impact on the Trust strategy.

Options Appraisals: Analyse intricate project details and propose efficient solutions that prioritize patient care and value for money.

Effective Communication: Regularly update Senior Managers, Estates staff, and Trust Boards on project progress, including design options, financial details, and contracts.

Best Practices: Stay informed about healthcare building design, construction, and maintenance best practices. Advise senior management accordingly.

Legislation and Training: Implement legislative updates and engage in Continued Professional Development relevant to your role.

Management Systems: Deputize for senior managers, guide Project Managers, oversee external consultants, and ensure adherence to Estates Projects Key Performance Indicators (KPIs).

Stakeholder Relations: Maintain key relationships both internally (Trust executives, clinical teams) and externally (partner organizations, design consultants, legal advisors, regulatory authorities).

Challenging Aspects: Handle precise technical drawings, surveying, and complex information with diverse audiences.

Key Result Areas:

Contribute to strategic development of Trust Wide Estate.

Establish effective management systems.

Prepare business cases and Board Reports.

Manage project costs and risks.

Deliver quality projects on time and within budget.

Implement Departmental policies.

Support operational commissioning of Health Service buildings.

You ll have the following qualification/experience:

BSc or BA Degree in Mechanical Engineering or Construction, plus a post-graduation Degree (Masters) in the same field, or BSc or BA with extensive Senior Management Experience in a similar organization.

Management qualification.

Membership in professional institutions (e.g., RICS, RIBA, CIBSE, CIOB).

Financial awareness and reporting for Capital Building Projects.

Proficiency in budget management and formal construction contracts (NEC/JCT).

Experience in commissioning new Health Service facilities.

Knowledge of Health and Safety legislation (CDM Regulations).

Expertise in procurement management.

Skill in multi-stakeholder contract negotiation.

Coordination of external consultant teams.

Asbestos awareness

Legislative & Civil awareness

Highly proficient use of MS Project, Asta Project or similar

Knowledge of current Building Regulations and LFCDA specifications
