Role Overview:
- To assist the Housing Options Service Manager with the operational delivery of the Housing Options Service including direct line management of the Housing Options (Allocations) Team.
- Develop and administer the Council’s Housing Register in accordance with the aim of assisting with the prevention of homelessness and allocating accommodation to households with a housing need.
- Maximise the opportunities for households to access affordable social housing in the Borough
Key Responsibilities:
- To establish, develop and maintain close working relationships with housing providers operating in Oldham to offer good quality affordable accommodation for single people and families who have a housing need.
- To support development and administer a housing register scheme, including the development of appropriate policies and procedures.
- To assess all incoming applications against the eligible criteria for the Council’s Housing Register and where appropriate, refer ineligible referrals to other agencies for the purposes of preventing homelessness.
- To keep appropriate records (including a register of housing applications), monitor, evaluate and report as required on progress with the housing register and the allocation of accommodation.
- To work closely with Council staff and partners to support improvements to the allocations service in Oldham and increase access into social housing, in particular family sized dwellings.
- To support development and administer schemes that support best use of social housing within Oldham, e.g., Downsizing Scheme
- To liaise and mediate with Social Housing providers and perspective tenants to resolve any issues under the Council’s Allocations Policy.
- To coordinate the Common Allocations Framework Partnership meetings
- To be responsible for the direct line management of the Housing Options (Allocations) Team including undertaking regular supervision prioritising targets and performance.
- To monitor and evaluate the Housing Options (Allocations) Team’s casework in accordance with the quality performance framework ensuring that all decisions made are lawful in line with housing legislation and that the Council is fulfilling its statutory responsibilities.
