Job Description:
Experience required across the following:
- Restructuring including advising and supporting managers and senior leaders through a consultation process
- Preparing documentation for restructures including template letters
- Experience of advising on job description and structure chart preparation
- Some experience of job evaluation processes
- Advising and supporting managers with people related change management processes
- TUPE experience
- Advising managers and senior leaders on recruitment activities
- Working within a unionised environment
- Previous experience of working in a local authority would be beneficial but not essential
Main Purpose of Job:
- To work with managers on the improving performance across the designated directorate focussing on staff performance, organisation culture: values and behaviours Act as a trusted adviser to senior managers in the designated across the breadth of HR/OD activities to deliver significant, sustained improvements in individual, team and directorate performance using a robust an up to date detailed understanding of the directorates services, processes, values and culture
Main Responsibilities/Accountabilities/Key Result Areas:
- The jobholder will be expected to complete the responsibilities/accountabilities effectively in order to deliver the key objectives of the organisation:
- Proactively provide timely and accurate advice to managers at all levels on all employment relations issues including, performance management, absence, disciplinary, maternity Daily
- Provide coaching to managers in the application of organisation policy and practice with regard to employee relations
- Provide coaching to managers on how to improve individual and team performance through the application of behavioural and cultural (OD) techniques
- Ensure effective line management of direct reports, providing coaching and mentoring as required to support personal development, and ensuring employee relations performance is maintained and improved
- Deliver interventions (for example; training, focus groups, 1:1 coaching) to deliver changes in individual and collective behaviour in line with the organisations culture and behaviour ambitions
- Support and challenge managers in work to improve performance in the directorate as required by improvement programmes and the business plan
- Challenge managers and other staff on behaviour that is inappropriate in relation to organisation values, equality and inclusion
- Work collaboratively and proactively with trade union representatives on casework, restructuring/redundancy exercises and other employee relations issues
- To contribute to the development of HR policies and processes advising on the applicability within the relevant directorate and ensure their effective delivery for the organisation
- Design and deliver training to managers on both generic HR policy and practice and directorate specific
- Work with customers on recruitment and selection exercises providing advice on the development of job descriptions and person specifications, job advertisements, selection tests/exercises and assessment centres
- Support and participate in job evaluation schemes
- Identify HR/OD solutions that will support performance improvement (individual, team, directorate) in line with business plans and programmes
- Provide insight to managers in the service and HR using timely and accurate data (quantitative and qualitative)
- Participate in wider HR/OD project work as required bringing a local service perspective and insight and recognising the whole organisation context
