This role has a starting salary of £45,680 per annum, based on a 36 hour working week.

We are excited to be hiring a Senior Learning and Development Consultant to join our fantastic Learning and Development team. The team is based in our main office at Woodhatch Place in Reigate.

About the Role

This role is critical to making that happen. You'll need to be credible and able to build stakeholder networks internally and externally that support career development across our organisation. You'll need good subject matter expertise on a wide range of careers initiatives and to be able to think strategically to align these to our cultural outcomes as well as the needs of our workforce.

This role will lead on all aspects of career development at the council, from hire to retire. This includes a strong emphasis on early careers at the Council, creating early careers opportunities and developing our talent at Surrey County Council through a range of initiatives including apprenticeships and a graduate management trainee programme. Your focus will be on:
  • Leading the strategic development and management of career-related initiatives, including early careers. 
  • Leading the design and delivery of a careers framework to provide employees across directorates with clear pathways for career growth and Development and gives them ownership of their career paths. 
  • Leading on creating opportunities for people to start their career with the Council, ensuring that employees receive the necessary support, training and guidance to thrive within the organisation and prepare for future roles. 
  • Using data and insight to lead strategic use of the apprenticeship levy to support organisational objectives through recruitment and workforce development. 
  • Using your extensive knowledge of apprenticeship funding rules and procedures to manage numerous high value apprenticeship provider contracts and confidently deal with complex matters as they arise 
  • Leading on procurement of a high-quality provider base that is flexible to meet and respond to Council's and schools' requirements and working with training providers to develop an offer that responds to needs and adds value, within public sector procurement requirements 
  • Leading on ensuring the National Graduate Development Programme at Surrey County Council continues to deliver successful outcomes for the graduates and the Council 
  • Engaging with and influencing internal and external stakeholders to promote careers initiatives and target levy transfers to identified priority sectors 

Shortlisting Criteria
To be considered for shortlisting for this position, your application will clearly evidence the following:
  • Experience in supporting employees to thrive within an organisation and prepare for their future careers 
  • Experience in using data and insight to inform strategic use of a large budget 
  • Understanding and experience of working within the parameters of apprenticeship funding in a large organisation and with multiple providers 
  • Understanding and experience of public sector procurement of apprenticeships 
  • Experience of delivering career development programmes in a large organisation
