Job description

This role has a starting salary of £66,774 per annum, based on a 36-hour working week. We are excited to be hiring a new Senior Programme Manager - Better Care Fund to join our fantastic Health Policy Integration team. This is a 24-month fixed term contract.

About the Team

Health, social care and the voluntary sector have agreed a partnership to deliver a more personalised and joined-up approach to health and care services for the population of Surrey. The Better Care Fund (BCF) programme supports local systems to successfully deliver the integration of health and social care in a way that supports person-centred care, sustainability and better outcomes for people and carers.

The Better Care Fund programme is jointly led by the Department of Health & Social Care, the Department of Levelling Up Housing & Communities, the Local Government Association and the NHS, to ensure people are able to stay well, safe and independent at home for longer and provide people with the right care, at the right place, at the right time.

About the Role

The key purpose of the Senior Programme Manager role for the Better Care Fund in Surrey is to develop and oversee delivery of a sustainable change programme which will improve the health and wellbeing of Surrey residents. They will manage the complex programme of work which will include supporting the delivery of common schemes across the Surrey Heartlands and Frimley Integrated Care Partnerships in Surrey and the delivery of local Place and Neighbourhood schemes to meet local needs.

Working closely with the Regional Better Care Manager, the post will ensure compliance with national Policy, facilitate the required Health & Wellbeing Board joint plan covering Health, Care and Housing priorities, ensure Section 75 agreements are in place, and monitor and report progress of schemes to deliver key outcomes and metrics. They will help to shape the strategic objectives with key stakeholders and develop multi year as well as in year plans.

They will be joining a network of people who are working on integration across different functions including commissioning, operational, strategic finance, policy, planning and transformation but based within the newly formed Adult, Wellbeing and Health Partnerships Directorate. They will navigate the changing political and policy context and the needs of different stakeholders by expertly managing a wide range of relationships through collaboration.

About You

We are looking for a dynamic individual who works well with complexity and ambiguity in a political and policy/programme environment. The role requires political awareness, negotiating, influencing and leadership skills. The role holder will need the ability to plan and execute programmes with a variety of stakeholders as well as across several virtual teams supporting and encouraging new ways of working, design thinking and cross-sector collaboration.

Whilst employed by Surrey County Council we will expect the post holder to work seamlessly across Surrey Heartlands Health and Care Partnership, Frimley Health and Care and Place based alliances. There is also the opportunity to be part of setting future ambitions and to follow ideas through from strategy and concept to project implementation, so proven skills in managing complex projects and demonstrable experience in problem solving with the capacity to devise and implement innovative solutions will be required.

We are looking for someone who is passionate about the opportunities that partnership and integration present to focus on the needs of the Surrey population, to use the collective resources of the Better Care Fund to the greatest effect, and who really understands the importance of relationships in achieving that.

Shortlisting Criteria
To be considered for shortlisting for this position, your application will clearly evidence the following:

  • You have a significant experience of projects and programmes in a public sector setting, with an understanding of governance within the public sector and the statutory framework for the Better Care Fund.
  • Ability to provide critical analysis of evidence, research, policy developments and complex data in a meaningful way to tell stories and influence different audiences.
  • Skill at managing relationships and negotiating across a wide range of organisations.
    Possess experience of working in partnership or collaboration across organisations.
