Venesky-Brown's client, a public sector organisation in Essex, is currently looking to recruit a Senior Property and Asset Officer for as soon as possible for an initial 3 month contract on a rate of GBP207/day (Inside IR35). This role will be based onsite.Responsibilities:- Proactive full line management of the Asset Management Team in line with the organisation's values- Proactive monitoring of performance of staff in order to support the successful delivery of objectives and programmes- To support the Asset Management projects within the organisation's Business Plan- To develop the Service Delivery Plan in line with the organisation's values- To lead on strategic asset disposal through the organisation's Disposal Framework- To carry out lease negotiations relating to tenants of organisational assets- Design of schemes, preparation of drawings, specifications and estimates for schemes and site supervision of external contractors as required for Capital and Revenue schemes- Lead, manage and direct consultations, contractors and other parties involved in the design, consultation and implementation of asset works- To provide a proactive facility management function- To ensure the organisation's assets comply with applicable legislation and statutory checks- Preparation of documents prior to quotation and tendering procedures, contract preparation and liaison with contractors- To prepare technical and other reports as required- To investigate complaints or enquiries received by the Asset Management Service and to take necessary action- Investigate and advise on reports of flooding and drainage pollution to enable the organisation to discharge its statutory responsibilities- Provide appropriate advice to the organisation and liaise with the organisation on highway matters, Anglian Water and the Environment Agency, particularly on sea defence matters, flooding and other associated issues- To manage budgets associated with the team- To prepare reports for Members at meetings- To work with Legal Services on the preparation of property and conveyancing documents- To carry out inspections and provide reports of the organisation's assets as required- To ensure that the activities of the Post Holder and staff under their direct supervision, comply with the organisation's Financial Standing Orders - To ensure that all works carried out meet the organisation's requirements under health and safety and other appropriate legislation in relation to the office and the working environment- To attend emergencies that may arise outside normal office hours concerning the repair and maintenance of areas of work within their remitEssential Skills:- Relevant Surveying qualification or relevant demonstrable experience- Good standard of general education to A level standard with a technical bias- Full driving licence- Able to read and interpret scaled maps and plans- Good working knowledge of building and facility management practices- Project planning, process/activity scheduling - Set priorities for work programmes and ensure that these are met- Good verbal communication skills both over the telephone and face to face- Researching and analysing information- Effective written communication skills- Working in a Facility and Asset Management service- Team management - Capital Projects- Project management, planning and budgetary control- Contract management and negotiation for complex projects- Working in a busy office environment dealing with a wide range of new initiatives- Working knowledge of Microsoft 'Office' software - Windows, Word, Excel and Outlook- Able to prioritise work appropriately- Able to work to deadlines and work under pressure- Flexible, pro-active and adaptable- Effective team working.
