Job description
Reinforced Autoclaved Aerated Concrete (RAAC) planks were hailed as a light weight, but effective building material used within the UK from the late 1950s to the early-1990s. The national NHSE team have indicated that RAAC should be removed from all NHS estate by 2035, this follows a school part-roof collapse in 2018. Structural engineers have advised EoE regional Trusts that their life span is estimated to 2030.
Consequently, RAAC is regarded as the highest known estates risk in the NHS, with the East of England having one of the highest aggregate risks nationally, due to the quantum of RAAC across its estate. In response the region launched in 2020 a regional RAAC coordination programme managed by a dedicated team to bring enhanced focus and structure. The role of this team is to lead key elements of the regional response, through a specialist interface with RAAC impacted trusts and systems, and to coordinate multi-disciplinary support from core areas including Finance, Operational Performance, Strategic Estates, EPRR, Clinical and Communications. Due to the high-risk nature of the RAAC programme the team is required to deliver high levels of assurance with Trusts and work to strict governance and decision-making models to ensure the programme is ‘enquiry ready’ should there ever be the unlikely scenario of a RAAC collapse.
We are looking to recruit a Senior EPRR Lead within the programme who will deputise for the Head of the programme, with experience of working in fast-paced roles in high performing teams, be positive, self-motivated, articulate, and show a strong knowledge understanding and experience in providing specialist EPRR support to RAAC and EPRR teams, RAAC affected systems and Trusts, all within a highly sensitive and political environment.
The role is predominantly via remote working, with a monthly team day scheduled at Victoria House, Fulbourn, Cambridge. There will also be occasional travel to affected Trusts throughout the EoE region.
Specifically, the postholder will be responsible for:
• RAAC Team Deputy:deputising for the RAAC Regional Lead as required.
• RAAC EPRR Leadproviding specialist support and horizon scanning to the RAAC programme, the regions EPRR team and RAAC affected systems. Implement, lead, and monitor the regions RAAC EPRR work plan/ action log including, training & exercising and regional planning.
• National RAAC EPRR programmes of work; lead and support bespoke work programmes.
• Support RAAC Incident Management in extremis
• RAAC EPRR Stakeholder Engagement and Strategic Support:link with provider Trusts; estates and operational teams, EPRR teams, commissioners, Local Health Resilience Partnerships and Local Resilience Forums on RAAC EPRR matters.
• RAAC Evacuation Recovery workstream:lead and provide specialist EPRR input to the Regional, System and Provider evacuation recovery programmes and agreed workstreams.
• Chair and manage the EPRR focused RAAC forums.
• Executive Briefing & Reportingincluding RET/ RLT to ensure the programme is inquiry ready:
• Line managementof a RAAC programme officer.
Salary Progression
Applicants will commence at the bottom of Band 8b with a full-time starting salary of £58,972, with a pay step increase after 5 years’ service.
These salaries are offered in accordance with NHS Terms and Conditions and the HEE Pay Progression Policy and are subject to annual cost of living review.
