Job description


The Service Improvement Team work very closely with clinical and corporate teams to ensure that agreed operational improvement and
transformation priorities are delivered in an evidenced, timely and sustainable manner. There is an emphasis on ensuring there is transference of skills, tools and techniques such that the improvement becomes 'business as usual'.
We apply a structured quality improvement approach to delivering the agreed priority objectives, while empowering frontline staff to creatively innovate and deliver solutions to the challenges they face.
Reporting to the Clinical Service Improvement Lead, you will be at the heart of a group created to manage the delivery of several specific, complex, Trust and ICS wide improvement programmes.
The Service Improvement Manager will have direct responsibility for oversight and delivery of dedicated transformational change and Service Improvement projects as defined by the Trust’s strategic priorities and Continuous Improvement Programme.
The post holder will have general management expertise and will be responsible for the coordination, monitoring, reporting and effective running of large-scale change projects, including programmes across the Integrated Care System (ICS). This will include coordinating the project team in planning, reporting, monitoring risks and issues affecting the project, escalating through the SRO where necessary. The post holder will also be responsible for the development, design and delivery of specialist testing, training and implementation plans related to the project.
The post holder will act as a conduit between the project team and clinical and operational colleagues, identifying and assessing challenges and issues to develop plans for resolution. This key role requires a high level of communication and organisational skills.

MAIN DUTIES AND RESPONSIBILITIES
This is not an exhaustive list of duties, and a regular review will take place with the postholder as part of their ongoing development and performance management.
Key Working Relationships
The post-holder is required to build and manage good working relationships with a wide range of internal and external stakeholders including:
• Deputy Director of Strategy
• Senior leaders within the Trust
• Communications Team
• All staff with working relationships with the Director they support
• Clinical and operational staff members
• Other project leads across the organisation
Responsibilities
Project management
• Provide project management expertise aligned to the Trust’s improvement methodology: QSIR
• Be responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost-effective manner
• Maintain the project initiation document and associated plans with regular team meetings to monitor progress and resources
• Work with members of the project team to investigate the causes of any variance from target/plan and proactively contribute to the implementation of solutions
• Management of a risk and issues tracking mechanism and its proactive resolution and escalation processes
• Contribute to performance improvement, taking a lead for identified areas where agreed
• Provide coordination of and participation in relevant internal and external working groups and provide project advice, expertise and support where requested
• Provide relevant and timely specialist advice and guidance on own portfolio of projects/function
• Responsible for the planning and organisation of events/meetings to agreed project standards.
• Produce high quality papers for Project Team & Project Board meetings
• Develop clear plans to transition improvement projects to business as usual, with regular review points to demonstrate sustained change
Communication
• Work with members of the team and key stakeholders to investigate the causes of any variance from plan/delivery targets and contribute to the implementation of solutions
• Support the development of internal and external communications where required by regular contact with the teams, stakeholders including patients, and Communications team.
• Responsible for preparation of correspondence and complex papers, as directed by Manager.
Financial and Physical Resources
• Provide regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective
• Provide management of all aspects of project budgets
• Evaluate projects/function within identified portfolio for delivery against financial recovery/savings plans through providing sophisticated, high quality project analysis.
Planning:
• Work with the Clinical Service Improvement Lead to identify a prioritised programme of improvement informed by the annual business planning cycle
• Work with stakeholders to develop appropriate plans, using existing Trust applications and systems for project management
• Manage the project through defined milestones and gateways reporting progress against plan to stakeholders
• Ensure the successful delivery of tasks, leading stakeholders in the execution of work to time, quality and to budget
Risk Management:
• Manage risk associated with the project; working with stakeholders to document, create actions plans and ensure the appropriate mitigation of risk is achieved
• Ensure all relevant risks are escalated to the Board Assurance Framework (BAF)
• Use the existing Trust mechanisms to document, manage and escalate risk
• Document and manage issues in partnership with stakeholders
People Management
• When required take responsibility for the coordination of training, development and recruitment activity across the team.
• Manage project workers, undertaking appraisals, recruitment including progressing any disciplinary or capability issues, as necessary.
Information Management
• Draft reports summarising status on issues, appraising outcomes, and providing progress reports for the network
• Collate as required, qualitative and quantitative information and make appropriate analysis to develop robust business cases and contribute to the development of project ‘products’
• Analyse, interpret and present data to highlight issues, risks and support decision making
• Provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes
Research and Development
• Contribute to the development of key performance indicators for the successful assessment of individual and work stream success.
• Delegate aspects of Research and Development activities, collating information, analysing and reporting findings.
Continuous Professional Development:
• Advances personal growth through participation in educational programs, current literature, in-services and workshops
