About this opportunity

You will undertake complex technical management as part of the Arboriculture team that will require a detailed understanding of relevant Arboriculture processes, regulations and legislation.

  • To provide Arboricultural Consultancy services to all departments of Westmorland and Furness Council
  • To provide consultation responses to Development Management Officers for all Planning Application types
  • To assess applications and write reports for Tree Preservation Order (TPO) applications and Conservation Area (CA) notifications.
  • To survey sites and serve, review and confirm TPO’s.
  • To monitor and enforce conditions connected with TPO decisions.
  • To undertake proactive and reactive inspections of Council Highways, Assets, Parks Woodlands and privately owned trees and provide comprehensive technical reports and works specifications where necessary.
  • To inform and advise Senior Management regarding conditions of trees and tree diseases.
  • To assess, review and provide written reports to planning consultation requests from development management officers, including reviewing BS5837 reports and tree protection measures for proposed developments, compliance with local and national planning policy and reviewing proposed landscaping plans in relation to replacement tree planting.
  • To assess, review and write technical assessments of TPO applications and CA notifications ensuring decision recommendations are reasonable, and that appeals against decisions to the Planning Inspectorate are defendable.
  • To assess Hedgerow Removal Notices under the Hedgerow Regulations 1997 including field hedgerow assessments and public consultation
  • To provide responses to Forestry Commission consultations for Felling Licences

You will be able to demonstrate:

  • Hold a recognised arboriculture qualification to Level 4/5 or equivalent.
  • Working to/ or member of a national organisation (i.e. The Arboriculture Association Professional Member).
  • Knowledge/ member of Quantified Tree Risk Assessment (QTRA) or willingness to undertake.
  • Extended relevant practical experience in arboriculture.
  • Experienced in identifying defects and implementing the necessary remedial works.
  • Experience in ICT skills and Microsoft packages.
  • Ability to identify trees and diagnose injury, disease, decay, structural defects and associated risks.
  • Knowledge of current arboriculture practices.
  • Knowledge of current legislation relating to trees and management.
  • Ability to assess work required, set priorities and deliver within agreed time scales.
  • Ability to work unsupervised and to meet deadlines and targets.
  • Ability to communicate well at all levels both verbally and in writing.
  • Hold a current driving license.
