About the Organisation:

The Local Government and Elections (Wales) Act 2021 provides for new Corporate Joint Committees (CJCs) as a mechanism for regional collaboration and a new form of regional economic governance. CCR is currently integrating existing programmes such as its City Deal and Investment Zone into the new CJC structure in order to establish a more coherent system of regional development.

As the CCR City Deal and wider programmes all transition into the new CJC Legal Corporate Entity – a number of separate component parts must come together to create one coherent whole. ‘Lifting and shifting’ multiple funding programmes, wholly owned companies and Joint Ventures, partnership networks, assets, and people, into a new system of regional public investment, presents a range of pressing finance challenges – alongside a raft of wider significant opportunities that could fundamentally shape future prosperity in the CCR.

Technical finance competence in this role is but a hygiene factor. The ability to shape the formative years of development of the CJC; to apply thoughtfulness and judgement and the skill to drive an agenda of transition, progress, and change, will all be key to effective role delivery and putting the region on a strengthened footing.

About the Job:

The postholder will show a desire to translate their skills and capabilities to an agenda that matters to the 1.55M citizens of the CCR – influencing and delivering economic and social impact at scale. This is a real opportunity to play strategic part in leading the change that will deliver benefits for current and future generations and get behind an agenda that is already delivering across a diverse and socially complex economic geography.

CCR has big ambitions for the future and a desire to be increasingly resourceful when it comes to supporting its growth; reaping the benefits of its evergreen strategy – whilst maintaining core accountability to its shareholders and constituent councils. This is an opportunity to shape and deliver a new resourcing strategy for a brand-new entity, capitalising on good progress to date and implementing the target operating model.

As part of the senior Executive Team, the postholder will play a leadership role in cultivating the CJC’s governance, culture, processes and financial systems and targets, holding the important statutory section 151 position. The role will lead a set of wide-ranging strategic and business functions, which include:

  • Responsible Financial Officer – under s151 of the LG Act 1972
  • Medium Term Financial Plan
  • Risk and Assurance
  • Internal and external audit
  • ICT
  • CCR estate and assets
  • Human Resources
Qualifications / Experience:

What we are looking for from you:

The role requires commercial acumen and flair, coupled with a deep-seated commitment to social justice. You will be a respected senior leader with a track record of working successfully at board level – in either the public or private sector.

You will hold a chartered accountancy body qualification and experience of engaging with leading developers, investors, businesses and universities to build impactful value propositions. You will have shaped and delivered financial plans and functions and the ability to demonstrate working with elected members and wider stakeholders across a range of organisations and sectors. You will enjoy getting to grips with complex subjects and have a strong critical thinking skill, along with the ability to think and act strategically and develop a risk-wise culture. You will display high levels of personal accountability and integrity and be committed to doing the right things – not the easy things.
