Job description

System Working Be an externally visible senior leader at Place responsible for delivery of major transformational change across local geographies, demonstrating the Trusts commitment to operate on behalf of the system Influence strategic commissioning at Place level for the benefit of CYP population health and the Trust Develop and deliver relevant system strategic and transformation programmes at Place As directed, work with senior leaders across the system to craft the emerging health and care system architecture and governance for CYP Lead and manage a system portfolio of work as directed. Leadership and Management Be an active member of the Trusts Senior Leadership Team, flexible in style and approach, working with colleagues to create a positive and engaging culture Lead on the strategic aspects of business development at Place in conjunction with the Finance Business Development function; work with divisions and corporate leads to assign appropriate leadership to the associated programmes of work required to achieve and implement them. Operate effectively in a flexible, continuously highly complex and demanding environment, and proactively engage with key Drive and challenge ways of working at Place to innovate and drive reform to achieve agreed objectives across multiple partners in the system Manage potentially contentious situations with staff and stakeholders within change programmes for successful outcomes, often dealing with highly complex and conflicting issues internally and with stakeholders Employ effective communication, negotiation and influencing skills to enable stakeholder relationships at Place, and to deliver objectives over the duration of projects/programmes. This will require highly tuned emotional intelligence, both in terms of reading others, and in terms of having a good awareness of your own personal impact. Represent the Trust, as directed, in sensitive and political situations, occasionally with high-level audiences. Deputise for the Chief Strategy & Partnerships Officer (CSPO) in internal Trust and external meetings, at Committee level and as directed Trust Board level; effectively representing the CSPO and ensure the strategic needs of the organisation, as well as children and young people and the Alder Hey footprint, are considered in all decisions made. Deputise for the CSPO in all external meetings, including Place based Boards, and regional (Cheshire and Merseyside, North West) strategy meetings Regularly present highly complex and sensitive information, making recommendations for approval. Produce regular executive reports and Trust Board reports. Bring to meetings alternative thinking and ideas with the ability to influence and challenge appropriately and effectively at an executive level both within the Trust and with external Place partners and stakeholders. Strategic Development As directed, develop, and shape the Trusts Place Plan aligned to Vision 2030, and the needs of our Place partners, employing transformational change and partnership deployment Provide in depth analysis, comparison, and interpretation of highly complex data sets from a number of information sources to inform strategic development. Support the identification of opportunities for collaboration across and beyond the Trust, considering potential for integrated care and provision of seamless pathways of care for children, young people, and their families. Horizon scan emerging national and local policies, strategies, and developments, working in harmony with key roles such as Policy Lead / Advisor to the CEO, translating as appropriate to inform strategic development of the Trusts Place strategy. Work with Divisions to enable the success of cross organisational programmes and projects. Lead on specific projects or programmes of work at Place on behalf of the Trust as directed. Work jointly with the Communications & Marketing Dept. to develop communications appropriate for rolling out Trust Strategy Develop ideas into delivery plans and reality by effectively leading change, engaging key stakeholders and co-designing new models of care/delivery Work directly with Divisions and Clinical Directorates and Corporate teams on the development of individual strategies, service developments and strategic planning, including forging productive working relationships with senior leaders and multi-disciplinary teams. Review and provide input into enabling strategies, considering organisational complexities and interdependencies, including overall fit with the Trust-wide strategy. External Partnerships and Collaborations Identify and nurture external partnerships at Place, exploring opportunities for collaborative service development and working through the prioritisation of joint strategic plans. Continue to build trusted relationships with key people both within the organisation and with Place partners to enable integrated working and service delivery across different geographies. Participate in relevant external programmes of work as directed; these may be local, regional, across the North of England, or potentially even UK-wide. Identify service development opportunities at Place from developing national agenda. Identify where joint services are needed and should be prioritised, and support the development of clinical strategies in this space Contract Planning & Negotiation Work closely with the Finance Dept. and Divisions to contribute the strategic planning lens to the Trusts annual activity planning process Support the development of a systematic plan for strategic commissioning and engagement, and play an active role in the delivery of the approach, working in partnership with contracts, finance, and divisions Identify and prioritise commercial service growth opportunities if relevant. Staff Management Manage any staff associated with the strategy function as appropriate, building a collaborative working environment and a supportive, innovative culture. This maybe for example ad hoc project team staff Responsible for the recruitment and development of any line managed staff, including undertaking appraisal and personal development and, where appropriate, progressing any disciplinary or capability issues Work effectively within a matrix structure, as this role requires frequent management of staff that are not in line management structure in order to deliver pieces of work Highlight, promote and report innovative approaches to education and training, particularly their impact on service.
