Job description

    Hello, we are pleased to be recruiting for a Submission Officer to join Derbyshire Police on a temporary basis until December 2024. You would be located and the Arrow Centre, Nottingham.


    This is a part time position working 22.12 hours per week over 3 days, working 8am - 4pm.


    PLEASE NOTE, DUE TO POLICE CRITERIA YOU WILL NEED TO HAVE RESIDED IN THE UK FOR THE LAST 3 YEARS CONTINUOUSLY AT THE TIME OF APPLICATION.


    The aim of the role: To ensure that the prime objectives, service standards as well as regulated forensic standards are enforced by performing and maintaining an effective & efficient exhibit handling, management, and storage of all submitted & returned forensic exhibits. To maximise the provision of high-quality case management, customer focused external and internal case management services, maximising the effectiveness of forensic submissions, ensuring that the needs of the investigation are met and value for money achieved, by providing a real-time, proactive service to the customers serviced by the East Midlands Special Operations Unit - Forensic Services.


    Job Spec:



    • To conform to, implement & enforce EMSOU-FS, individual force and the Forensic Science Regulators codes of conduct, policies and procedures appropriate to exhibit management & forensic submission/ examination requirements.



    • To act as the EMSOU-FS Specific Point of Contact for ALL seized submitted and returned forensic exhibits and advising regional investigators/ officers accordingly, and in a timely manner, when submissions fail to meet the required standards.



    • Adhere and enforce specific EMSOU-FS, Forensic Service Provider and Forensic Regulator codes of conduct and policies regards ensuring full exhibit continuity and integrity upon receipt of any authorised forensic submission or upon its return to or from a forensic service provider or property store.



    • Effectively operate and manage a regional forensic exhibit store through associated acceptance disposal procedures & working instructions that conform with Forensic Science Regulator and UKAS accreditation standards.



    • To ensure disclosable, effective and accurate case management recording in respect to submissions, any rejections and subsequent movements on electronic case management systems and databases



    • Carry out effective case assessment work for submissions made via the GF1-11 process and both covert and overt investigations coming from EMSOU (SOC).



    • Provide witness statements describing actions and being accountable for actions, & give testimony at Coronial, Crown or Magistrate courts and other tribunals, often under hostile cross-examination.



    • To ensure the timely reporting of none conformances or quality issues within the EMSOU-FS policies procedures and Forensic Science Regulators codes of conduct, and identifying areas for improvement or update.



    • To ensure the timely processing of submitted and returned exhibits, including cash, illegal and illicit drugs, chemicals and firearms, in accordance to agreed priorities and the demands of the CJ system including the Crown Prosecution Service.



    • The timely reporting of results & statements to investigators & key stakeholders to support investigations and the detection of crime progression thorough the criminal justice system.



    • Effectively communicate with key stakeholders, both internal and external, to ensure that the requirements & priorities of specific cases are fully understood & actioned to meet key dates.



    • Timely processing and management of invoices received from external suppliers and identifying any issues which may delay payment.



    • Understand & conform to Force, EMSOU-FS & Exhibit Handling Unit Health/ Safety requirements.



    • Carry out dynamic risk assessment when carrying out submission/ return work and when handling, drugs, chemicals, biological hazardous items, firearms and sharp implements.



    • Keep appropriate levels of documentation demonstrating decision making and the rationale behind those decisions.



    • Provide logistical support and resilience to the existing courier service when required, collecting and delivering exhibits to and from regional property stores.



    • To support and provide administrative resilience to the Submissions Unit.



    Essential Skills:



    • A level English and Maths, or able to demonstrate two years' experience at an equivalent level.



    • Working knowledge of Microsoft packages including Excel/Word/PowerPoint/Outlook.



    • Demonstrate the ability to work on own initiative and make decisions based upon policies and procedures.



    • Demonstrate the ability to work under pressure, prioritise and plan workloads whilst following procedures accurately.



    • Demonstrate the ability to work as part of a team and work with minimal supervision.



    • Ability to carry out manual handling tasks.



    • Demonstrate the ability to communicate effectively both verbally and in writing.



    • Experience of working in an environment where confidentiality and integrity are essential.



    • Demonstrate a practical working knowledge and experience of Health & Safety within the workplace including adherence to C.O.S.H.H and risk assessments.



    • Full valid UK driving licence.
