The Council seeks to engage, as Planning Authority, as extensively as possible with city stakeholders in the regeneration of the City Centre and improve collaboration with the private sector in this regard. This project seeks to improve this in two ways.
The database project: will improve and expand the existing stakeholder database held by Council officers. It will seek to add details of unknown owners, occupiers, and other information relating to particular sites. It will also update and develop the lists of community and interest groups and contacts for ongoing communication about City Centre development matters. It will store the database in a location to be accessed by relevant officers to share information and allow input across teams, improving the way we work. The project will require research and the collation of information, involving liaison with various parts of the Council family, including Ownership/Information management, Planning, City Centre Regeneration teams, Glasgow Life, City Property and other services/agencies such as the Heath & Social Care Partnership, Network Rail etc. The ownership and other property information should be added to a GIS mapped database, liaison with NRS technical staff will be required.
The development process mapping : will involve a review of current permit /regulatory processes for various types of development. The project should highlight areas for improvement and/or alignment to simplify and speed up permit processes. A ‘one stop shop’ guide to the development journey / approach to development in Glasgow should be developed aimed at developers/investors to outline the various stages of the process, legislative compliance, key contacts and so on. Drawing on good practice, such as the approach to the Barclays development or that employed by other authorities, a note for managers should be produced that highlights areas for procedural improvement and recommendations made.
