Job Description
We’re looking for a service-focused and detail-oriented individual for the Team Lead, Onboarding, Orientation, and Community Cohorts group. In this role you will lead Program Leaders, Learning and Development Specialists, and Coordinators that provide a full range of services, such as planning, designing, developing, scheduling, facilitating and leading new and existing onboarding programs and coordination and administration of onboarding processes for the Laboratory. You will seek to ensure excellent facilitated and engaged institutional learning experiences in alignment with our vision and mission.
We are looking for a capable leader who is a service-focused and detail-oriented individual with a continuous improvement and growth mindset. You have a passion for creating engaging learning experiences and managing and leading a team to high performance. You will use a forward-thinking systematic approach to the programs leveraging analysis and creativity and oversee the entire learning process, in partnership with program leaders, from identifying training gaps to facilitating and evaluating courses and programs for learning effectiveness and sustainability. You will use your broad expertise to effectively engage with all levels of management and employees to establish appropriate new hire and onboarding, orientation, and Community Cohorts program objectives, ensuring every employee has a great experience and is given the knowledge, vital resources, connection, and tools they need to be successful.
This position is in the Workforce and Organizational Development (WOD) Division, reporting to the Division Leader, in the HR Directorate.

Pay Range
$125,160 - $155,400 Annual (H04.4)
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
In this role you will:

  • Create and execute vision and roadmap with team members for institutional onboarding, orientation, and Community Cohorts development including identifying and/or creating relevant curriculum, programs, tools and resources in support of employee development and retention initiatives.
  • Ensures plans for ongoing needs assessments, programs refresh, optimization, and stays up to date with consistent metrics and report outs to share health and impact of programs. Recommend effective strategies and approaches to assure that high-quality services are aligned and integrated with programmatic and division/Lab objectives.
  • Partner with stakeholders across the Lab to gain vision and buy-in. Integrate feedback and subject matter expertise, ensuring a holistic, nuanced approach to Lab-wide programs. Partner with program leaders of Leadership and Career and Employee Development and Coaching to ensure all programs are meeting division vision and mission and Lab expectations.
  • Lead and develop team members as appropriate, providing feedback and guidance. Prepare, and conduct quarterly conversations, ensure SMART goals, development plans, performance appraisals and participate in salary and performance management activities. Hire new team members and onboard as necessary.
  • Plan organize, schedule, and prioritize workload while managing numerous interruptions and collaborating with division, HR and Lab team members to effectively deliver relevant programs and materials for participants, facilitators, and virtual producers.
  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE L-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in Instructional Design, Training and Development, Organizational Development, Instructional Technology, Industrial Psychology, Adult Education, Leadership, Human Resources, or related field; or equivalent combination of education, knowledge, and related practical experience.
  • Advanced knowledge and experience in developing and oversight for people programs such as onboarding, employee services, development programs, etc., including generating the processes, developing performance measures, and analyzing data for outcomes.
  • Advanced communication, interpersonal, facilitation and collaboration skills necessary to assess, write, edit, present, explain, advise, influence, and communicate program content and complex information to all levels of personnel.
  • Experience working effectively both independently, and in a team environment. Effective organization, complex project-management, and detail orientation skills necessary to handle multiple complex tasks in a demanding environment with conflicting priorities, tight and changing deadlines, and frequent interruptions while providing high-level customer service and follow-through.
  • Significant experience leading, managing, mentoring, and developing a team.
  • Advanced interpersonal skills, with the ability to effectively communicate influence, and collaborate with management, facilitators, program leaders, specialists, coordinators, employees, and colleagues in a matrixed environment.
  • Demonstrated ability to solve complex problems, exercise independent judgment, make decisions, work independently, and determine and establish priorities in service to team vision and mission.
  • Significant experience understanding of adult learning principles and ability in designing, developing, implementing, communicating, and facilitating learning experiences in a variety of formats, including eLearning, flipped classroom, microlearning, blended, instructor-led training, virtual training and more.
  • Facilitation and collaboration skills necessary to assess, write, edit, present, explain, advise, influence, and communicate program content and complex information to all levels of personnel.

This position requires a Department of Energy (DOE) L-level clearance.
