Team Manager - Rough Sleeping & Pathways

Our clients Housing Needs and Rough Sleeping Service has completed a restructure of the service and implemented a service delivery model that places people in housing need or at risk of homelessness at the centre.

They are seeking dynamic and collaborative individuals to join their team to provide the best possible service to support their approach to tackling homelessness East London. The Team Managers will have direct management responsibility for the staff and delivery of front-line service.

• Full Time - Monday to Friday, 36 hours per week
• Temporary Role - 3 months with likely extension as well as opportunity to apply for permanent role
• £18.28 per hour PAYE / £23.06 per hour Umbrella
• Opportunity for Hybrid Working - 2 to 3 days per week in office, sometimes more depending on needs of the service

Role Purpose

• To ensure the effective and efficient day to day management of Supported Accommodation for single persons with complex needs including Mental Health & Substance Misuse
• To effectively manage day to day operations of supported accommodation for single people with complex needs; including but not limited to those with Mental Health problems, substances misuse issues and other secondary support needs.
• Ensure there a safe secure psychologically informed environment to enable vulnerable resident to thrive.
• Support the Service manager in the implementation and delivery of service monitoring and development and to contribute to the strategic direction of the service.
• Provide excellent leadership of complex support workers to ensure that thorough up to date support and move on plans are in place.
• Ensure that the team supports vulnerable residents through effective joint working with support services and referrals for support as required.
• Prompt action is taken to safeguard residents in line with relevant procedures.
• Safeguarding concerns raised by other services are fully investigated and appropriate action is taken.
• Staff are effectively managed in accordance with policies and procedures.
• Ensure that capability, disciplinary, sickness and absence matters are managed in line with relevant procedures and any formal actions are progressed in partnership with People Services.

Duties

• Manage, coach, and support the team and ensure the approach is cascaded though the teams
• Identify training needs of the team
• Contribute to the overal development of the council's Rough Sleeping and Housing Needs service
• Represent the team at key meetings, internally and externally
• Operate under terms of the Housing Act 1996 as amended, Homelessness Act 2002, Localism Act 2011, Homelessness Reduction Act 2017, Code of Guidance, case law and the Council's own policies.
• To guide and assist Officers in dealing with complex cases, carry out a full assessments of clients housing needs and circumstances, and disseminate good practice information across the Homelessness Intervention and Prevention team.

Must Have

• Experience, or a strong awareness and understanding of staff and service management, working to and meeting service key performance indicators.
• Understanding of housing management in relation to License agreements and non- secured tenancies.
• Previous management of staff experience.
• Extensive experience working with people who at risk of homelessness and who are vulnerable with complex needs.
• Good IT skills
• Excellent written and communication skills
• To be flexible and willing to work weekends and bank holidays.
