Mainpurpose of job:
Be responsible to the ProcurementDevelopment Manager, supporting Commercial and Procurement Services and the councilin achieving aims and objectives by collating, validating and analysing a rangeof commercial and procurement data, providing high quality management informationand recommendations to the council.
Ensure that the data collated is relevant,up-to-date and accurate.
Be responsible for and assist with thedevelopment of, appropriate systems for the effective management and use ofinformation.
Undertake appropriate research inrelation to procurement initiatives, trends and developments.
Summary ofresponsibilities and personal duties
1.Developappropriate systems and internal databases for the capture of high quality dataand production of management information.
2.Collate,validate and analyse a full range of commercial and procurement data across theorganisation and provide robust baseline information.
3.Provideoperational support for procurement systems, including data input and maintenance,and responding to internal customer procurement requests.
4.Developand produce performance reporting and interrogate and manipulate the systems toprovide a range of management information and specialised reports whichpromotes best practise and compliance across the organisation.
5.Workin collaboration with the Procurement Systems Lead to ensure the most effectiveprovision of data and management information is provided from all sources.
6.Assistin providing support on statistical information and analysis to ensure thatprocurement and commercial policies and strategies are based on robustcorporate information.
7.Assistin monitoring and reporting on department compliance in relation to procurementactivity, for example, in use of contracts and catalogue items, to ensure bestpractise.
8.Assistin the identification of inefficiencies of spend across the organisation andprovide innovative procurement solutions to maximise value for money bycompetitive procurement means.
9.Identifyinnovative approaches to improve data analysis and procurement activity acrossthe organisation.
10.Undertakeresearch and provide the commercial and procurement unit with information andadvice on new procurement initiatives, trends, systems, methods and procedure.

Essential criteria
Qualificationsand experience
Applicantsmust, as at the closing date forreceipt of application forms:
·either,have a relevant third level qualification in Business Studies, PublicAdministration, Accountancy or equivalent qualification; and be able to demonstrate, by providing personal and specificexamples on the application form, at least one year’s relevant experience ineach of the following areas; or,
·beable to demonstrate, by providing personal and specific examples on theapplication form, at least two years’ relevant experience in each of thefollowing areas:
(a)assistingwith the development of systems and internal databases for the capture of high-qualitydata and production of management information;
(b)collating,validating and analysing a full range of management information to supportcommercial or procurement activity; and
(c)undertakingrelevant research and providing information and advice to senior managementin relation to market activity and trends.

Hours: 37.00 hours per week
Salary: £18.00 per hour plusaccrued holiday pay
