Job description

Carrington West are assisting their Private Sector client in the search for a Specialist Town Planning & Transport Consultant to support them for an initial 12-month period. This position is offered on a part time basis, ad-hoc hours (3 days per/week).
We are looking for a Senior Management level Consultant who has significant experience working under the Town and Country Planning Act and has all the statutory knowledge to lead on the project and preparation of the Compulsory Purchase Order (CPO). In addition to experience across Town Planning, we are looking for someone with experience across highways and transport projects, with the ability to liaise and negotiate with multiple stakeholders. Key responsibilities will include working on CPOs and Land Registration Orders.
The candidate must have expertise in CPOs and the Public Inquiry Process, see some of the high level requirements below:
·We want someone to support the in-house team in the preparation for the CPO under the Town and Country Planning Act.·We need a person to work alongside us and them to ensure that we are addressing each step in the CPO process diligently and to flag risks and how to avoid and minimise them including developing commercial forecast/estimates in relation to CPO tasks·We are looking for a person to oversee production of the CPO plans (maps) with land ownership, tenancy and existing rights shown along with the rights that we are seeking for each parcel·We are looking for someone to manage the Book of Reference and including support LCC on Section 16 notices·We need to ensure that the appropriate notices are issued in the correct manner, at the appropriate times and to the correct persons in each case·We need a person who is able to advise on the evidence that may be needed to demonstrate that there is a requirement the rights and evidence on the effects on the right to use and enjoy property from the exercise of the rights sought (including advice from experts such as on highways design and construction and on environmental and other effects.
This post is offered on a hybrid working basis; there are a number of key meetings which need to be attended on a monthly basis.

To apply for this role, it is essential that you have worked at a Senior Management level and have demonstrable experience across Town Planning and Highways. The successful candidates must have good fundamental and technical knowledge and understanding of all relevant planning legislation and policies.
It would be beneficial to hold a Post-graduate degree in planning, regeneration or a related discipline, and have the eligibility for membership of RTPI.
The client is looking for candidates who will be able to hit the ground running and start at short notice.
