Overview:
Transport Scotland is the national transport agency, seeking to deliver a safe, efficient, cost-effective, and sustainable transport system for the benefit of the people of Scotland. Transport Scotland is accountable to Parliament and the public through Scottish Ministers, with a budget of around £3.5 billion per year. Transport is a vital feature of the Scottish Government's focus on increasing sustainable economic growth, and transport investments and policies have major impacts on the economy, people, and the environment.
The Traffic Scotland Service
The Traffic Scotland service uses roadside infrastructure and multiple technology platforms to capture and communicate traffic and travel information to reduce journey times, inform transport users of planned and unplanned incidents and events, offers trusted advice on alternative routes and methods of travel to minimise transport disruption, contribute towards net zero and enhance safety.
Traffic Scotland National Control Centre (TSNCC)
The TSNCC is a Scottish Government owned purpose-built facility, which opened in April 2013. It provides a state-of-the-art facility for monitoring the daily operation of Scotland’s trunk roads and motorways, providing up-to-date and accurate traffic and travel information, and the co-ordination of a fully joined-up response during major travel incidents, periods of severe weather, and planned or unplanned events which impact the network.
The TSNCC houses the Traffic Scotland Operator, Police Scotland, the Met Office (seasonal September to April) and a Commercial Radio Travel Broadcaster who work together in partnership to keep road users well informed and traffic moving.
Responsibilities:
  • Ensuring an industry leading standard of service within the Traffic Scotland National Control Centre (TSNCC) control room that is integrated and proactive and meets Scottish Government and Transport Scotland's objectives.
  • Using project and risk management principles, oversee the day-to-day delivery of control room operations by the Traffic Scotland Operator.
  • Manage senior level relationships with Traffic Scotland operational partners and stakeholders to support service delivery and meet Transport Scotland objectives.
  • Support wider Operations Teams within Transport Scotland to deliver Transport Scotland’s Intelligent Transport Systems (ITS) Strategy.
  • Manage the Multi-Agency Response Team (MART) provision and support the wider Transport Scotland Resilience Team with proactive & reactive response to Events / Incidents / Roadworks / Severe Weather on the network. This may include out of hours work, including weekends.

Essential Criteria
1. Demonstrable experience of contract management and successfully delivering a range of priorities in a complex and challenging environment with a flexible approach to team working.
2. Excellent people management skills and demonstrable experience of using project management and risk management principles to improve quality and performance.
3. Demonstrable experience of working with a wide range of stakeholders, developing, and maintaining credible relationships and experience in providing advice and support to a senior level.
4. Applicants should be able to demonstrate knowledge across a range of road disciplines including but not limited to network performance, Intelligent Transport Systems, and communications with road users.
Minimum Time in Post
You will be expected to remain in post for a minimum of three years unless successful at gaining promotion to a higher Band or Grade.
In the event that further posts are required, a reserve list of successful candidates will be kept for up to 12 months.
Location
This post is based in Glasgow alongside regular attendance at the Traffic Scotland National Control Centre (TSNCC) at South Queensferry, with hybrid working in line with current Transport Scotland policies. You will be expected to be office based twice per week pro-rata.
When there are severe weather events and planned major events when the Multi-Agency Response Team (MART) and / or Transport Scotland Resilience Room (TSRR) is activated, the postholder will also be expected to support with their operation at the TSNCC.
The post is a full time role, but staff with different working patterns are invited to apply, and we will assess proposed working patterns against the business requirements for this post.
