Job description

The Transport Development Management Team considers more than one thousand formal applications each year and you will be expected to make comment on proposals that range from single new dwellings to applications for new, medium sized housing schemes comprising approximately 50 dwellings and associated new roads, footways and provisions for buses and for cycling. You will also have the opportunity to assist senior colleagues with the assessment of major applications.

Embark on a rewarding journey with Swindon Borough Council as a Transport Development Management Technician, where your enthusiasm for learning and passion for community development will be nurtured and valued. Whilst previous experience of Transport Development Management would be advantageous, it is not a necessity – we are looking for individuals with a drive to make a difference and a commitment to growing with us.

Your next role

As a Technician in our Transport Development Team (TDM) team, you will be responsible for assessing applications for planning permission on behalf of the Local Highway Authority. Where necessary with the support of colleagues in other specialist areas, you will make formal comment on a number of pre-applications, new applications and revisions to applications, in each case assessing not just compliance with policies and standards but also using common sense to balance the overarching need for new development with the parallel need for safe and effective transport networks.

You will need to form close working connections with colleagues in Transport Planning, in Traffic, Public Transport and in Highway Agreements, both in the assessment of proposals but also in the subsequent discharge of Planning Conditions and ultimately the delivery of new development infrastructure.

As a Transport Development Management Technician, you will be an integral part of our team, preparing written commentary on a wide range of planning applications and where necessary, justifying your decision to developers, to Planning Officers, to the public and Elected Members. We understand that everyone starts somewhere, and we are excited to welcome candidates who are eager to kick-start their careers in the exciting field of Transport Development Management.

At Swindon Borough Council, we believe in investing in our team members. You will receive mentorship from colleagues who are passionate about sharing their knowledge and experience, and fostering your growth. This entry-level position provides a unique opportunity for you to develop a diverse skill set, from analysing traffic modelling data to community engagement.

Your role will involve collaborating with colleagues throughout Swindon Borough Council and learning on the job. You’ll gain knowledge of transport planning and traffic engineering principles, and be supported in applying this knowledge in a pragmatic way, to deal with a varied workload.

If you are a recent school leaver, a graduate, a career changer, or looking to explore a new field, we encourage you to apply. We are committed to providing a nurturing environment where you can thrive and contribute to the positive development of our community’s transport infrastructure.

The post holder will report to and support one or more Senior Engineers.

You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer-facing role”).

Your next package

Please see our Rewards and Benefits offer for more details.

As an employee, you will receive a diverse and exciting environment in which to work, encouraging creativity and innovation whilst recognising the need to support ongoing personal development and a flexible work life balance.

For Swindon to thrive in the future, we need to lay the foundations now. It’s why our regeneration and transformation programmes are already underway. So, you’ll be joining us at an exciting time on our journey. We’ll look to you to share your knowledge, influence decisions and drive real, positive change. With your contributions, we’ll achieve our vision of a prosperous, re-vitalised Swindon together. And you’ll be proud to say it was made better with you.

Please see our Vision and Values page for more details.

Your next steps

Read the role profile and select the Apply button where you will be redirected to the Swindon Borough Council website to complete our online application process. Clicking the ‘Apply’ button on this job website is not an application, you must register on the Swindon Borough Council website in order to be considered for the role.

Potential applicants are sometimes put off if they don’t meet 100% of the requirements. We think individual experience, skills and passion make all the difference, so if you meet the majority of the criteria, we’d love to hear from you.
