About the role

The Transport Supply Officer, ( formerly known as transport planner) will be responsible for the planning and delivery of transport services for children and young people and vulnerable young people and adults attending a variety of places of education and support, all of whom are entitled to support under legislation.  They will be required to assess eligibility and the needs of the service user based upon criteria set in the policy and legislation, and design and put in place appropriate transport or travel solutions to meet those needs, whilst working to tight deadlines and service targets.  They will need to ensure timely and accurate response to requests for service, and work collaboratively with other parts of the Council to ensure the service has capacity to meet the demand.

What will you be doing?

You will be determining the most efficient and cost effective way to fulfil the demand whilst maintaining a high standard of service and adhering to all relevant policies and procedures. You will be expected to design and deliver effective new routes and recommend alterations to pre-existing routes to meet needs and demand.  

Typical tasks would include:

Identifying the most suitable and cost effective way to deliver service for service users; e.g. identifying needs and comparing costs for what adaptations would need to be made to safely accommodate the service user on a route, either existing or new. 

Assessing eligibility for receipt of service based upon details provided in the application and criteria set in policy and legislation.

Developing innovative transport solutions; working with families and carers and other support services to explore alternative ways to getting the service user to their destination, e.g. working with schools to develop remote drop-off/pick up points to reduce congestion and pollution near the school, exploring travel training, escorted walking, etc. 

Identifying clients who might need additional support (e.g. health concerns) or who might not be able to travel together (e.g. behaviours) and working with schools families and service providers to identify ways to support the service users throughout their journey to avoid stress and incidents, e.g. working with school to develop a programme of interaction and distraction to be employed by a passenger assistant to help manage service user behaviours.

Some out of hours emergency cover required out side of conventional office hours.

Resolving issues and concerns raised by parents, school and service providers, e.g. behaviours, timings, late running, etc.. Referring these to senior officers where appropriate, e.g. safeguarding concerns.

There are particular service demand peaks over the Summer period when the services are designed for the new academic year.  Annual Leave may be restricted at this time.  

About you

You need to have a good understanding of logistics and transport, together with the ability to plan journeys effectively to make best use of the resources available.  Experience in working within a policy framework and making decisions supported by policy guidance would be an advantage.

You will be confident analysing transport issues and offering sound, reliable travel solutions, with a high attention to detail.  You will have strong analytic skills with the ability to assimilate and combine disparate information from a variety of sources. 

You need to be able to able to access and communicate information through MS desktop applications and able to get the best from your IT equipment. 

You will have good organisational skills and able to plan and organise your time to ensure that deadlines and agreed targets are met, with the ability to work as part of a team and support others in overall team success.

You must be able to  communicate effectively, both orally and in writing, to all levels of management, colleagues, County Councillors, MP’s and other partners and agencies involved in education and social care, with the ability to explain complex issues in plain English.

You will need to be flexible in your approach to work, and some out of hours working may be required.
